295 <br /> <br />Last paragraph <br />Section 6, Compensatory Time <br />Appendix C - Wage and Hour Policy <br />Cabarrus County Personnel Ordinance <br />Effective January 6, 1995 <br /> <br /> Excluding the County Manager and elected officials, any <br />employee who is exempt from the FLSA minimum wage and overtime <br />compensation requirements may be granted compensatory time at the <br />discretion of the department head. Compensatory time for such <br />employees shall not exceed an hour-for-hour exchange for all hours <br />worked over 40 in a normal work week, or in the case of law <br />enforcement personnel 171 hours in a 28 day work period. Such <br />compensatory time will be limited to a maximum cumulative total of <br />80 hours. Those employees having less than the 80 hour total may <br />continue to be granted compensatory time up to the 80 hour limit. <br />Those with 80 hours cannot be granted additional hours until their <br />totals are reduced below the limit by usage. Time sheets should <br />reflect the hours actually worked, but the compensatory time section <br />should be used following the 80 hour limitation. Accrued <br />compensatory time for such employees shall be forfeited at the <br />employee's termination of employment. This policy is not intended <br />to establish a 40 hour work week for exempt personnel. <br /> <br />Approval of Travel for Board Members to Attend the National Association of <br /> <br />Counties 1995 Legislative Conference in Washington, D. C. <br /> <br /> The Board discussed travel for members to attend the upcoming National <br />Association of Counties 1995 Legislative Conference in Washington. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board tabled the Legislative Conference travel request <br />until January 17, 1995. <br /> <br />An estimate of individual travel costs will be provided to the Board. <br /> <br />Discussion of Proposed 1995 Legislative Goals <br />County Commissioners <br /> <br />North Carolina Association of <br /> <br /> There was general discussion regarding the proposed 1995 Legislative Goals <br />as approved by the Board of Directors for the North Carolina Association of <br />County Commissioners. These items will be considered by county commissioners <br />from throughout the state at the 1995 Legislative Goals Conference to be held in <br />Fayetteville on January 5-6, 1995. The proposed goals were classified under the <br />following subjects: Human Services; Public Education; Taxation and Finance; <br />General Government; Environmental Protection; Corrections and Criminal Justice; <br />and Planning, Economic Development and Land Use. Commissioner Casper, member of <br />the Association's Legislative Goals Committee, presented information identifying <br />the top ten priorities as follows: (1) Sales Tax, School Construction; (2) School <br />Maintenance Workers; (3) State Mandates; (4) State Funding - Public Education; <br />(5) Homestead Exemption; (6) Solid Waste; (7) Social Services Automation; (8) <br />Real Property Transfer Tax; (9) School Health Services; and (10) School Board <br />Dispute Resolution. <br /> <br />No formal action was taken by the Board regarding the proposed goals. <br /> <br />Appointments - Tourism Authority (3) <br /> <br /> Commissioner Fennel nominated the following persons for reappotntment to <br />the Tourism Authority: Commissioner Fennel - Commissioner Representative; Ms. <br />Dottle Richards - Recommended by the Concord-Cabarrus County Chamber of Commerce; <br />Mr. Tom Dayvault - Recommended by the Kannapolis Chamber of Commerce. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board moved to close nominations and to reappoint <br />Commissioner Fennel, Ms. Dottle Richards, and Mr. Tom Dayvault by acclamation to <br />the Tourism Authority for terms of three years ending December 31, 1997. <br /> <br /> <br />
