298 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, January l7, 1995, at 6:30 P.M. The <br />meeting had been changed from Monday, January 16, due to the observance of the <br />Martin Luther King, Jr., holiday. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Dr. Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Girl Scout Troop 87 of St. James Lutheran Church conducted the Presentation <br />of Colors ceremony. Scouts participating in the ceremony included Rochelle <br />Wagoner, Saktnya Cooke, and Allison Dickey. <br /> <br /> The invocation was given by Dr. Perry Miller of the Rocky Ridge United <br />Methodist Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the minutes of December 19, 1994 were approved as written. <br /> <br />Approval of the Agenda <br /> <br />The following requests were made for changes to the agenda. <br /> <br />Chairman Barnhart - Addition of clarification of the appointment <br />policy; <br />Commissioner Fennel Deletion of Item 3 relative to the proposed <br /> increase in ambulance rates; <br />Mr. Witherspoon - (1) Addition of a proposed water and sewer project <br /> for Stough Road; and (2) Deletion of item C-8 relative to the <br /> designation of Sheriff Robert Canaday to make recommendations <br /> to the Alcohol Beverage Control Board on ABC permit <br /> applications in Cabarrus County; and <br />Mr. Hartsell - (1) Addition of property acquisition matter involving <br /> the landfill area; and (2) Addition of a Resolution permitting <br /> the construction of a science building at A. L. Brown High <br /> School and related Agency Agreement. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock and <br />unanimously carried, the Board approved the agenda with the changes as listed <br />above. <br /> <br />Moment of Silence In Memory of Billie Sapp Brown <br /> <br /> Commissioner Casper extended condolences to the family of Ms. Billie Sapp <br />Brown, who passed away on January 8, 1995. Ms. Brown, a lifelong resident of <br />Cabarrus County, had served as a member of the Department of Aging Advisory Board <br />as well as other volunteer organizations in the county. <br /> <br />The Board observed a moment of silence in memory of Ms. Brown. <br /> <br />UNFINISHED BUSINESS <br /> <br />Petition 94-07 - Conner Rezoning Request <br /> <br />Petition 94-07. Max Lee Conner, Petitioner, located on the <br />southwest corner of Cabarrus Station Road and Bethel Avenue <br />Extension, Map/PIN 5534.04-83-6155, 82-5699, wishes to rezone from <br />Low Density Residential to Limited Industrial Special Use. <br /> <br /> <br />
