298 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Tuesday, January l7, 1995, at 6:30 P.M. The meeting had been changed from Monday, January 16, due to the observance of the Martin Luther King, Jr., holiday. Present - Chairman: Jeffrey L. Barnhart Vice-Chairman: Arne L. Fennel Commissioners: Sue B. Casper Dr. Franklin C. Niblock, Jr. Kenneth Olio-Mills Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Barnhart called the meeting to order at 6:30 P.M. Girl Scout Troop 87 of St. James Lutheran Church conducted the Presentation of Colors ceremony. Scouts participating in the ceremony included Rochelle Wagoner, Saktnya Cooke, and Allison Dickey. The invocation was given by Dr. Perry Miller of the Rocky Ridge United Methodist Church. Approval of Minutes UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and unanimously carried, the minutes of December 19, 1994 were approved as written. Approval of the Agenda The following requests were made for changes to the agenda. Chairman Barnhart - Addition of clarification of the appointment policy; Commissioner Fennel Deletion of Item 3 relative to the proposed increase in ambulance rates; Mr. Witherspoon - (1) Addition of a proposed water and sewer project for Stough Road; and (2) Deletion of item C-8 relative to the designation of Sheriff Robert Canaday to make recommendations to the Alcohol Beverage Control Board on ABC permit applications in Cabarrus County; and Mr. Hartsell - (1) Addition of property acquisition matter involving the landfill area; and (2) Addition of a Resolution permitting the construction of a science building at A. L. Brown High School and related Agency Agreement. UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock and unanimously carried, the Board approved the agenda with the changes as listed above. Moment of Silence In Memory of Billie Sapp Brown Commissioner Casper extended condolences to the family of Ms. Billie Sapp Brown, who passed away on January 8, 1995. Ms. Brown, a lifelong resident of Cabarrus County, had served as a member of the Department of Aging Advisory Board as well as other volunteer organizations in the county. The Board observed a moment of silence in memory of Ms. Brown. UNFINISHED BUSINESS Petition 94-07 - Conner Rezoning Request Petition 94-07. Max Lee Conner, Petitioner, located on the southwest corner of Cabarrus Station Road and Bethel Avenue Extension, Map/PIN 5534.04-83-6155, 82-5699, wishes to rezone from Low Density Residential to Limited Industrial Special Use.
