299 <br /> <br /> The public hearing for Petition 94-07 was held on December 19, 1994. The <br />Board voted at the conclusion of the public hearing to defer action on the <br />Petition until this date. <br /> <br /> Mr. Hartsell reported that Mr. Bill Graham, attorney representing residents <br />of the area, had informed him that afternoon of discussions with Mr. Conner <br />relative to efforts to mediate and come up with a solution to this matter <br />voluntarily. However, in order to delay a determination of the matter, Mr. <br />Hartsell advised it would be necessary for the applicant and the counsel for the <br />residents to agree to the delay. Mr. Hartsell then asked Mr. Conner, who was in <br />the audience, if he agreed that it was satisfactory to him to defer this matter <br />until the second meeting in February. <br /> <br /> Mr. Max Conner, petitioner, reported that Mr. Graham had contacted him on <br />this date, stating it would be in the best interest for the community and Mr. <br />Conner to defer the matter. He stated he had indicated his willingness to work <br />with Mr. Graham in any way he could. Upon further questioning by Mr. Hartsell, <br />Mr. Conner commented that in his opinion he would like an answer tonight but <br />would agree to wait 30 days if the delay were needed. <br /> <br /> The Board agreed to defer Petition 94-07 until later in the meeting in <br />order for Mr. Conner and Mr. Graham to discuss the matter further. The Board <br />then proceeded with other items on the agenda. <br /> <br />Approval of Travel for Board Members to Attend the NACo Legislative Conference <br />in Washington, D, C, in March, 1995 <br /> <br /> Consideration of travel to the National Association of Counties (NACo) 1995 <br />Legislative Conference was deferred on January 3 pending cost information. The <br />travel cost per individual was estimated at $1,297.04 for the period Friday <br />through Tuesday. There was lengthy discussion both for and against travel to the <br />1995 conference, including the knowledge to be gained, the cost of travel, and <br />the advantages of waiting until 1996 to allow Congress an opportunity to <br />implement its new programs. <br /> <br /> UPON MOTION of commissioner Olio-Mills, seconded by Commissioner Fennel <br />with Commissioners Olio-Mills, Fennel and Niblock and Chairman Barnhart voting <br />for and Commissioner Casper voting against, the Board voted to send no one to the <br />NACo 1995 Legislative Conference. <br /> <br /> The motion by Commissioner Casper to amend the motion by Commissioner Olio- <br />Mills to send anyone available or willing to put forth the effort to the NACo <br />Legislative Conference died for lack of a second. <br /> <br /> No action was taken on the proposal by Commissioner Olio-Mills to freeze <br />travel for Board members for the remainder of the fiscal year. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Budget Amendment - Public Health (Environmental Health) <br /> <br /> Ms. Cappie Stanley, Assistant Health Director and Nursing Director, and Mr. <br />John Day, Budget Officer, responded to questions relative to budgeting <br />requirements for Public Health. The Board requested Mr. Day to make a notation <br />on future budget amendments to identify those monies and work efforts which are <br />supplemental to those items already included in the annual budget. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board adopted the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PUBLIC HEALTH <br />AMOUNT: $4,523.86 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Receipt of funds from DEHNR, Environmental Health Section, <br /> for 100% compliance rate of mandated inspections of food and lodging <br /> establishments for FY 1993-94. <br /> <br /> <br />
