By consensus, the Board agreed to include <br />the following items as listed by Commissioner Fennel in the 1995 Legislative <br />Goals package for Cabarrus County. <br /> <br />CORRECTIONS AND CRIMINAL JUSTICE <br /> <br />Criminal Justice Reform <br />Support legislation which maintains an equitable relationship <br />between the state and counties regarding responsibilities for <br />the criminal Justice system, which promotes an efficient <br />environment for judicial process, and which instills public <br />confidence in the justice system by providing any or all of <br />the following elements: <br />A. A sentencing structure which is responsive to the <br /> increased demands on facilities by targeting capital <br /> resources to those who have committed the most serious <br /> crimes or who are career offenders; <br />B. A focus on both rehabilitation and punishment through <br /> expanded non-tncarcerative community-based correction and <br /> treatment programs; <br />G. Flexible approaches to having criminals repay a greater <br /> portion of their debt to society through increases in Jail <br /> fees, court facilities fees and fees for service of <br /> criminal process or other documents; <br />D. Use of pre-trial screening and jail population management <br /> programs to minimize the need for pre-trial detention of <br /> offenders with low bonds; and <br />E. Funding and staffing for the judicial system including <br /> courts, Assistant District Attorneys, and indigent defense <br /> commensurate with caseload to allow for expeditious <br /> disposition of cases. <br /> Juvenile Detention Center <br /> Support legislation to provide additional juvenile detention <br /> facilities. <br /> <br /> <br />
