315 <br /> <br />o <br /> <br />parental Responsibility <br />Support legislation to place responsibility on parents to <br />defray the cost of dependent children in the Criminal Justice <br />system.· <br />Reimbursement for Sentenced Offenders <br />Seek an increase in the per day rate the state pays the <br />counties as.reimbursement for housing sentenced offenders, and <br />~seek legislation which would reimburse the counties for <br />housing adjudicated offenders awaiting transport to the state <br />prison system <br />Emergency Medical Care <br />Seek legislation to assure that county responsibility for <br />inmate medical care under G.S. 153A-225 only includes <br />responsibility for the medical care that is truly emergency <br />and not for that part of the care that is not emergency. <br />Inmate Medical Care <br />Support legislation which would limit the rate hospitals can <br />.charge for inmate medical care to the lower of either the <br />approved medicaid rate or insurance rate. <br />Work Release Costs <br />Seek legislation to authorize a board of county commissioners <br />or a regional jail commission authority to adopt an ordinance <br />establishing a reasonable rate for room and board which the <br />court will require of inmates sentenced to work release from <br />the county or regional jail. <br /> <br />ENVIRONMENTAL PROTECTION <br /> <br />o <br /> <br />State Agency Action <br />Support efforts to redirect and utilize staff in the <br />Department of Environment, Health and Natural Resources to <br />expedite decisions on solid waste permits, permit renewals, <br />and plans with establishment of appropriate deadlines for <br />state agency actions. If additional staff is necessary to <br />expedite these decisions, funding should be provided through <br />state revenue sources, not through additional tip fees or <br />surcharges at local solid waste facilities. <br />Moratorium on Landfill Bans <br />Seek legislation imposing a moratorium on additional landfill <br />bans on items in the waste stream. <br />Critical Habitat Rules ~' <br />Support legislative action to prohibit the Wildlife Resources <br />Commission from adopting rules that attempt to restrict <br />development in "critical habitats" of threatened and <br />endangered species. <br /> <br />GENERAL GOVERNMENT. <br /> <br />Register of Deeds Fee <br />Support legislation to authorize an additional fee on <br />transactions in the Register of Deeds Office, with proceeds <br />from this 'fee to be used for records management and <br />preservation through technological or other enhancements, with <br />the approval of Boards of County Commissioners. However, no <br />portion of the fees could be used to fund the Special <br />Retirement Allowance for Register of Deeds. <br />Vital Records Fee Increase .... " <br />Seek legislation to authorize counties to charge for certified <br />copies of vital records so that county fees are consistent <br />with state fees. <br />Voter Registration Mandates <br />Seek legislation to repeal state and federal voter <br />registration mandates requiring human service agencies to <br />register voters. If these voter registration mandates are not <br />repealed seek additional appropriations to fully fund the <br />state and federal voter registration mandates. <br /> <br /> <br />
