316 <br /> <br />10. <br /> <br />11. <br /> <br />12. <br /> <br />Building Inspection <br />Support legislation to delete the imposition of misdemeanor <br />charges against building inspectors who fail to verify <br />Workers' ComPensation insurance compliance pursuant to Chapter <br />840 of the 1991 session laws. <br />Gonstructton Contract Bids <br />Support legislation to allow cities and counties to seek bids <br />for single prime construction contracts, without the <br />requirement to also consider multi-prime bids. <br />Parks and Recreation <br />Support legislation to fully fund the Parks and Recreation <br />Trust Fund. <br />Efficiency in State Government <br />Support legislation as well as efforts in the Executive Branch <br />of State Government to streamline State Government programs <br />and agencies and efforts to evaluate the effectiveness of <br />existing programs. We recommend that the General Assembly <br />not increase taxes to fund additional programs advocated <br />herein but rather use existing revenues and those resulting <br />from growth in the state's economy. <br />Efficiency in County Government <br />Seek legislation to enable county governments to streamline <br />county programs and agencies to assure cost effective delivery <br />of services. <br />911 Fees <br />Seek legislation to crease flexibility in the use of fees <br />generated for Emergency 911 services in order to expand the <br />ability of counties to enhance these services. <br />Taxpayer Protection <br />Seek legislation to assure that increases in a county's share <br />of jointly funded state-county programs be limited to the <br />percentage increase in the county's revenue base, if the state <br />adopts legislation to limit the growth in the state budget. <br />Open Meetings <br />Seek legislation to repeal chapter 570 of the 1993 Session <br />Laws (Regular Session 1994) to restore clarity to the State's <br />Open Meetings Law. <br />Constitutional Home Rule <br />Seek legislation to provide constitutional home rule to <br />Local Governments. <br /> <br />HUMAN SERVICES <br /> <br />Consolidated Human Services <br />Seek legislation to repeal the population limitation of G.S. <br />153A-77 that prevents counties from choosing to consolidate <br />human services programs. <br />Certificate of Need <br />Oppose any attempts to remove home health services from the <br />requirements of the Certificate of Need process. <br />Automation Enhancements <br />Support appropriations to enhance the automation capabilities <br />of the state and counties when such enhancements are <br />consistent wtth plans, programs and objectives adopted by the <br />Human Services Automation Policy and Planning Council. <br />State-Local Funding <br />Support legislation to appropriate state funds to pay for any <br />increases in the non federal share of the cost of <br />administering state mandated public assistance programs. <br />Elderly Services <br />Support increased funding for the Home and Community Care <br />Block Grant program and additional resources to support in- <br />home services and day care for high-risk older adults in order <br />to be responsive to the increasing long-term needs of the <br />elderly. <br /> <br /> <br />
