317 <br /> <br />PLANNING, ECONOMIC DEVELOPMENT AND LAND USE <br /> <br /> Economic Development <br /> Support legislation to help counties promote and accommodate <br /> economic development, including: <br />A. State assistance to fund construction of water and sewer <br /> facilities, and to provide state financial assistance to <br /> compensate for the cost of water and sewer lines relocated <br /> because of state highway improvement projects; <br />B. State appropriations to support local economic development <br /> initiatives and programs, including: <br /> · Demonstration and pilot projects in economically <br /> distressed counties; <br /> · Certified Development Companies throughout the state; <br /> and <br /> · Lead Regional Organizations' programs to provide <br /> technical assistance in the area of economy and <br /> community development activities, provided such funding <br /> is at the option of the local government. <br /> Economic Impact of Regulations <br /> Seek legislation to require that all environmental regulations <br /> and rules must have a component that addresses economic impact <br /> along with the potential loss of jobs and investment. <br /> Notice to Close Public Roads or Easements <br /> Seek legislation to amend G.S. 153A-241 to require that a <br /> "notice" of public hearing be published rather than the entire <br /> resolution .when considering closure of a public road or <br /> easement. <br /> <br />PUBLIC EDUCATION <br /> <br />Sales Tax for School Capital Needs <br />Seek legislation to authorize counties to enact a local option <br />sales tax for school capital needs. <br />County/School Board Dispute Resolution <br />Seek legislation to modify the procedures for resolution of <br />funding disputes between Boards of County Commissioners and <br />Education, and to make it clear that only Boards of County <br />Commissioners have the discretion to call for school bond <br />elections as provided in G.S. 159-48(c)(4) in the Local <br />Government Bond Act. <br />School Bus Replacement <br />Support legislation to continue full state funding of the <br />schedule for replacement of school buses, including over-age <br />buses. <br />Funding for Exceptional Children Programs <br />Support legislation to remove statutory caps upon state <br />funding for exceptional children's programs. <br />County Condemnation of School Sites <br />Support legislation to allow counties to act as the <br />condemnation agent when acquiring sites for joint use by <br />school boards and other public agencies. <br />Condemnation for School Property <br />Seek legislation to raise the cap on the size of sites for <br />which the local Board of Education can condemn property for <br />schools. <br />School Maintenance Workers <br />Seek legislation to provide state funding to pay school <br />maintenance workers in light of the state's responsibility for <br />current expense funding in public education. <br /> <br />TAXATION AND FINANCE <br /> <br />Intangibles Tax <br />Oppose legislation to repeal the tax on intangible personal <br />property unless permanent alternative revenues are provided to <br />local governments which: provide for growth, assure that all <br /> <br /> <br />
