Foreclosure.Liens <br /> Support legislation to amend G.S. 105-374(t) to allow counties <br /> to add attorney's fees in cases where liens are satisfied <br /> before foreclosure; capped at 5% of the tax value or $500, <br /> whichever is higher. <br />6. Growth in Reimbursements <br /> Seek legislation re-establishing growth in state <br /> reimbursements for inventory and intangibles taxes previously <br /> repealed by the General Assembly. <br />7. State Mandates <br /> Seek legislation to require that the state provide adequate <br /> funding to support programs mandated by state law or <br /> regulation. Oppose efforts to impOse "non-supplant" or <br /> "maintenance of effort" requirements on local governments. <br /> <br /> Mr. Witherspoon recommended that the Board include an item relative to <br />Jordan Adams funding in the Legislative Goals for Cabarrus County. After <br />discussion, and by consensus of a majority of the Board members, the following <br />item was added as a goal under the Human Services category. <br /> <br />Jordan-Adams Funds <br />Support legislation to appropriate funds to compensate for <br />inflationary increases in the local costs of state-mandated <br />community mental health, health and social services unless such <br />expenses are no longer mandated. <br /> <br /> Chairman Barnhart asked Board members to submit in writing to the County <br />Manager any changes and/or additions tothe Legislative Goals package for future <br />consideration by the Board. <br /> <br />Request to Waive Hiring Freeze for Specific Vacant Positions - Mr Don Moorhead <br /> <br /> Mr. Don Moorhead, Personnel Director, reviewed the "Requests to Waive <br />Hiring Freeze."
