302 <br /> <br /> The Board reviewed the Memorandum dated January 9, 1995 from Mr. Blair <br />Bennett, Finance Director, outlining the Westside Elementary School financing <br />procedures and information. The total estimated cost of the new school is <br />$10,871,695.00. The Board allocated $800,000.00 in the current year's budget, <br />leaving a balance needed of approximately $10,071,695.00. For Cabarrus County <br />to be considered a small issuer (under $10 million) for the calendar year 1995, <br />Mr. Bennett recommended borrowing through installment financing $9.9 million. <br /> <br /> UPON MOTION of Commissioner Gasper, seconded by Commissioner Fennel and <br />unanimously carried, the Board appointed Mr. Blair Bennett as the authorized <br />representative to move forward with seeking financing proposals for the Weststde <br />Elementary School. <br /> <br />Cable Television Rate Review Findings - Ms, Sandra Albrecht <br /> <br /> Ms. Sandra Albrecht, Cable Telecommunications Administrator with the <br />Centralina Council of Governments, presented the cable television rate review <br />findings relative to the review of the rate schedule for Vision Cable of <br />Metrolina. She reported that she had received six letters during the 10-day <br />public comment period regarding the rate schedule. Ms. Albrecht turned the <br />meeting over to Mr. Robert Melton, General Manager with ViSion Cable of <br />Metrolina, to address any questions by the Board. <br /> <br /> Commissioner Casper questioned the possibility of extending cable service <br />to the Irish Potato Road area. Mr. Melton explained the requirement of 20 homes <br />per mile and indicated he would survey that area to determine if there are <br />sufficient homes to extend service to those residents. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the following cable television rate <br />review findings as presented by Ms. Sandra Albrecht, Cable Telecommunications <br />Administrator. <br /> <br /> CABLE TELEVISION RATE REVIEW FINDINGS SUMMARY <br /> Centraltna Council of Governments <br />Franchise: Cabarrus County Summary Date: January 9, 1995 <br />Cable Operator: Vision Cable of Metrolina <br />DATE RATES INITIATED: September 1, 1993 <br />TIER: Basic CHANNELS: 8 <br />SUBSCRIBERS AS OF 3-94: 8,492 <br /> <br />REVIEW STATEMENT: <br />Rates have been reviewed and are ACCEPTABLE under required Federal <br />Communications Commission guidelines.
