303

QUALIFYING COMMENTS AND EXPLANATIONS:
* Section 76.923 of the Cable Act of 1992 allows a cable operator
to sell customer premises "equipment" to subscribers.
"Equipment" is defined in the 1992 Act as: converter boxes,
remote control units, connections for additional sets, and home
wiring. In this instance, Vision Cable has chosen the option of
selling all home wiring to subscribers. FCC attorneys and
accountants state that this is satisfactory as long as the
equipment price is set no higher than necessary to recover the
operator's costs, including all costs incurred for storing,
preparing the equipment for sale, plus a reasonable profit.

Vision Cable has provided supporting data detailing the costs of
home wiring, including a reasonable profit, shipping, handling,
and taxes. Their "inside home wiring materials" data has been
verified, and is all within FCC guidelines. Please note that
Vision Cable does run special installations in which some or part
of the installation fee is waived. The table below shows a
breakdown of the "Maximum Permitted Rate" for various
installations and equipment, as well as the "Materials" cost
(excluding franchise fees and taxes):

SERVICE OR MAXIMUM MATERIALS FINAL
EQUIPMENT PERMITTED COSTS RATE
FCC RATE

Installation-Unwired
Installation-Prewired
Installation-Additional
Outlet - Initial Trip
Installation- Additional
Outlet - Separate Trip
Remote Charge
Converter 1 Charge
Converter 2 Charge

$12.82 $11.40 $24.22
$11.66 $ 0.33 $11.99
$ 4.66 $ 8.44 $13.10

$ 6.99 $ 8.44 $15.43

$ 0.17 $ 0.00 $ 0.17
$ 1.69 $ 0.00 $ 1.69
$ 0.89 $ 0.00 $ 0.89

Vision Cable cooperated fully with all requests in the review
process, providing all necessary financial information and
clarifications.
Centralina Council of Governments concludes that Vision Cable has
set equipment and installation rates at FCC approved rates and
that the materials cost "add-on" is appropriately priced, and is,
therefore, in compliance with all applicable FCC rules and
guidelines.

Summary Approved by : Sandra Albrecht

CABLE TELEVISION RATE REVIEW FINDINGS SUMMARY
Centralina Council of Governments
Franchise: Cabarrus County Summary Date: January 6, 1995
Cable Operator: Vision Cable of Metrolina
DATE RATES INITIATED: September 1, 1993
TIER: Cable Programming Service (CPS)
CHANNELS: 23 SUBSCRIBERS AS OF 3-94: 8,383

REVIEW STATEMENT:
Rates have been reviewed and are ACCEPTABLE under required Federal
Communications Commission guidelines.
