331 <br /> <br /> certain expendit~res wtt~ the proceeds of debt to be <br /> issued thereafter by the County. <br /> (b) The Regulations expressly permit the statement of <br /> official intent to be declared either by the County as <br /> the issuer of the debt or.by any person designated by <br /> the County to declare official intent on behalf of the <br /> County. <br /> (c) The Board believes it is in the best interest of the <br /> County to designate each of the County Manager, <br /> Finance Director and Assistant Finance Director, <br /> respectively, to declare official intent on behalf of <br /> the County as authorized by the Regulations. <br /> Section 2. Designation of County Manager, Finance Director <br />or Assistant Finance Director to Declare Official Intent on Behalf <br /> <br />of the County. As permitted by the Regulations, the County <br />Manager, Finance Director or Assistant Finance Director, <br />respectively, now or hereafter serving in such capacity, is hereby <br />designated by the Board to declare official intent on behalf of <br />the County to reimburse any and all expenditures with the proceeds <br />of debt to be incurred by the County as the issuer of such debt. <br /> Section 3. Effective Date. This resolution shall take <br />effect upon its passage. <br /> Upon motion of Commissioner Chairman Barnhart, seconded by <br />Commissioner Olio-Mills, the foregoing resolution entitled: <br />"RESOLUTION DESIGNATING THE COUNTY MANAGER, FINANCE DIRECTOR OR <br />ASSISTANT FINANCE DIRECTOR TO DECLARE OFFICIAL INTENT ON BEHALF OF <br />THE COUNTY TO REIMBURSE EXPENDITURES WITH PROCEEDS OF DEBT <br />PURSUANT TO UNITED STATES DEPARTMENT OF TREASURY REGULATIONS" was <br />passed by the following vote: <br /> Ayes: Commissioners Fennel, Casper, Niblock, and Ollo-Mtlls <br /> and Chairman Barnhart. <br /> Noes: None <br /> <br />Rabies Education <br /> <br /> In response to concerns about the spread of rabies in the county, Mr. <br />Witherspoon asked for authorization to spend up to $11,300.00 for part-time <br />employees to conduct rabies education. This work would include a door-to-door <br />canvass in targeted areas as well as other educational activities. <br /> <br /> Ms. Jan Bryant, Animal Control Supervisor, responded to questions by the <br />Board regarding the need for the rabies educators. She explained that the <br />educators would receive specialized training in order to provide information and <br />respond to questions by the public. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Niblock with <br />Commissioners Casper, Niblock and Fennel and Chairman Barnhart voting for and <br />Commissioner Olio-Mills voting against, the Board authorized $11,300.00 to fund <br />part-time employees to canvass door to door with information ~egarding rabies and <br />for other educational activities concerning rabies. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting at 8:45 P.M. until the conclusion <br />of the Water and Sewer District Meeting. <br /> <br />Chairman Barnhart reconvened the meeting of the Board at 8:47 P.M. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 8:50 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
