341 <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the closed session was adjourned. <br /> <br />Conner .Zoning Issue <br /> <br /> Commissioner Olio-Mills reported that it was agreed that the Board will let <br />the Max Conner zoning case proceed in court, and in the meanwhile hope to reach <br />a resolution that will be satisfactory to the property owners and Mr. Conner. <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Fennel <br />with Commissioners Olio-Mills, Fennel and Casper voting for and Chairman Barnhart <br />and Commissioner Niblock voting against, the Board directed the staff of the <br />Planning and Zoning Department to revisit the Midland Area Plan to correct any <br />deficiencies in that Plan. This work is to proceed immediately. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Bar,art opened Se meeting for Informal Public Comments at 7:50 <br />P.M. <br /> <br /> Ms. Marilyn Barnhardt, resident of 5800 Wabash Lane, objected to the <br />Westside By-Pass as proposed by the North Carolina Department of Transportation. <br />She expressed concern for the safety of the children living in the area as well <br />as for the students attending the Northwest Middle School and Northwest High <br />School. Also, she complained that the residents of the area had not been <br />properly informed of the proposed by-pass when purchasing their homes. Ms. <br />Barnhardt asked the Board to visit the Farm Hill subdivision to view the location <br />of the proposed by-pass. <br /> <br /> Board members received Ms. Barnhardt's concerns and explained that the <br />Westside By-Pass is a project of the North Carolina Department of Transportation. <br /> <br /> There was no one else present who wished to address the Board, and Chairman <br />Barnhart closed that portion of the meeting. <br /> <br />Recess of Meeting <br /> <br /> Chairman Barnhart recessed the meeting at 8:10 P.M. until 9:00 A.M. on <br />Saturday, February 25, 1995, in the Multi-Purpose Room at the Cabarrus County <br />Governmental Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
