This work is to proceed immediately.

INFORMAL PUBLIC COMMENTS

Chairman Bar,art opened Se meeting for Informal Public Comments at 7:50
P.M.

Ms. Marilyn Barnhardt, resident of 5800 Wabash Lane, objected to the
Westside By-Pass as proposed by the North Carolina Department of Transportation.
She expressed concern for the safety of the children living in the area as well
as for the students attending the Northwest Middle School and Northwest High
School. Also, she complained that the residents of the area had not been
properly informed of the proposed by-pass when purchasing their homes. Ms.
Barnhardt asked the Board to visit the Farm Hill subdivision to view the location
of the proposed by-pass.

Board members received Ms. Barnhardt's concerns and explained that the
Westside By-Pass is a project of the North Carolina Department of Transportation.

There was no one else present who wished to address the Board, and Chairman
Barnhart closed that portion of the meeting.

Recess of Meeting

Chairman Barnhart recessed the meeting at 8:10 P.M. until 9:00 A.M. on
Saturday, February 25, 1995, in the Multi-Purpose Room at the Cabarrus County
Governmental Center.

Clerk to the Board
