· 349 <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper with <br />Commissioners Fennel and Casper and Chairman Barnhart voting for, the Board <br />appointed Ms. Esther'Carol Wright as the Health Board's representative to the <br />Transportation Advisory Board as recommended by the Board of Health. Ms. Wright <br />will complete an unexpired term ending June 30, 1995. <br /> <br />Muddy Creek Wastewater Treatment Plant Project - R, F, Shinn Contract - Approval <br />of Change Order L-2 Mr, Paul Watson <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, reviewed the proposed <br />Change Order L-2 in the amount of $55,878.10 for the Muddy Creek Wastewater <br />Treatment Plant interceptor contract. The change order was necessary to meet the <br />road crossing requirements by the North Carolina Department of Transportation, <br />including the less expensive "open cut" method for the smaller roads and <br />tunneling for the US 601'crossing. Mr. Watson explained that the project was bid <br />with the cost for boring under US 601; however, the original bid included a <br />contingency bid item for tunneling should that be required. It was also noted <br />that the increased cost of $55,878.10 was within the contingency amount budgeted <br />for the Muddy Creek project. <br /> <br /> Board members expressed concern about the need for a change order so soon <br />after starting the Muddy Creek project. Also, Chairman Barnhart questioned the <br />possibility of installing the interceptor through an existing culvert under US <br />601 in lieu of the proposed tunneling method. Mr. Watson agreed to check the <br />elevation of the culvert and to determine if the Department of Transportation <br />would allow the interceptor to be installed in this manner.
