He suggested that the scope be limited to the State of North <br />Carolina.and' that efforts be made to keep the business within Cabarrus County. <br /> <br /> Mr. Hartsell briefly reviewed the bidding requirements as specified by the <br />North Carolina General Statutes. <br /> <br /> DPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart with <br />Commissioners Fennel and Gasper and Chairman Barnhart voting for,' the Board <br />awarded the bid for the 40 LANworkstattons for the Department of Social Services <br />to the low bidder, Blue Star Marketing, at a total cost of $87,200.00. <br /> <br />Presentation of the. Results of She Salary Comparison Study - Ms, Eleanor Poole, <br />Management and Personnel Services (MAPS) Group <br /> <br /> Ms. Eleanor Poole of the MAPS Group presented the results of the market <br />comparison study of county salaries which was completed as a part of the <br />Personnel Management Program. The purpose of the study was to survey the pay <br />ranges of other public jurisdictions and to determine the competitiveness of the <br />county's salary ranges. Approximately 70 job classifications were used as <br />benchmark descriptions on which to obtain the data, and ten public sector <br />jurisdictions were surveyed. <br /> <br /> Mr. Don Moorhead, Personnel Officer, presented the recommendations for the <br />implementation of the salary study. The MAPS Group recommended 58 upgrades and <br />39 downgrades. The County Manager's Office recommended 56 upgrades and 9 <br />downgrades to be effective March 3, 1995. According to Mr. Moorhead, 118 <br />employees would receive salary increases if the recommenda'ttons of the County <br />Manager's Office were approved. The total costs (including benefits) would be <br />$152,581.00 per year or $46,948.00 for the remaining part of FY 1994-95. The <br />County costs (including benefits) would be $131,557.00 per year or $40,479.00 for <br />the remainder of FY 1994-95. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel and Gasper voting for, the Board <br />approved the implementation of the recommendations by the County Manager's Office <br />relative to the salary comparison study by the MAPS Group.
