Members are <br />eligible for reappotntment, but not to exceed two consecutive terms. <br /> <br />SECTION 5: MEETINGS <br /> Commission meetings shall be held on a monthly basis unless <br />when determined otherwise by the Commission. The Chairman of the <br />Commission or, in his absence, the First Vice-Chairman, may call a <br />special meeting of the Committee at any time by giving each member <br />48 hour notice. Special meetings will be scheduled upon request by <br />four or more Commission members. A quorum of the Commission shall be <br />in attendance before action of an official nature can be taken. A <br />quorum is a least 1 more than the number absent, of the appointed <br />members. <br /> <br />SECTION 6: ATTENDANCE OF MEMBERS <br /> An appointed member who misses more than three (3) consecutive <br />regular meetings loses his status as a member of the Commission <br />until reappointed or he may be replaced by the Governing Body. <br />Absence due to sickness, death in the family, or other emergencies <br />of like nature shall be regarded as approved absences and shall not <br />effect the member's status on the Commission, except that in the <br />event of a long illness, or other such cause for prolonged absence, <br />the member may be replaced. <br /> <br />SECTION 7: COMPENSATION <br /> Commission members shall be entitled to a per diem payment per <br />regular meetings attended. This per diem rate will be established by <br />the Cabarrus County Board of Commissioners. Members shall be <br />reimbursed for travel and subsistence to professional recreation <br />meetings, conferences and workshops, with such reimbursement being <br />made in compliance with the general policies of the unit. <br /> <br />SECTION 8: OFFICERS <br /> There shall be a Chairman, First Vice-Chairman and Second <br />Vice-Chairman of the Commission. An annual election of the Chairman <br />and the two vice-chairmen shall be held by the Commission members <br />and shall occur at the regular monthly meeting in February. Officers <br />shall serve for one year from election with eligibility for <br />reelection. New officers shall take office at the subsequent regular <br />meeting in March. In the event an officer's appointment to the <br />Commission is terminated, a replacement to this office shall be <br />elected by the Commission, from its membership, at the meeting <br />following the termination. The Director of Parks and Recreation <br />shall serve as Secretary of the Commission. <br /> <br />SECTION 9: OFFICERS DUTIES <br /> TheCommission Chairman shall preside at all meetings and sign <br />all documents relative to action taken by the Commission. The <br />Chairman shall appoint all subcommittees including a nominating <br />committee composed of two Commission members. A nominating committee <br />shall be appointed at least thirty days prior to the February <br />meeting. <br /> When the Chairman is absent, the First Vice-Chairman, and if <br />he is not present the Second Vice-Chairman, shall perform the duties <br />of the Chairman. When both the Chairman and the Vice-Chairmen are <br />absent a temporary Chairman shall be selected by those members who <br />are present. <br /> The Director of Parks and Recreation may delegate all or part <br />of his secretarial duties to another Department employee with the <br />approval of the Commission, but shall hold the office of Secretary <br />and shall be held responsible for the satisfactory accomplishment of <br />the secretarial duties. The Secretary shall mail to all members <br />copies of official reports and the official minutes of all regular <br />and special meetings, prior to the next scheduled meeting. <br /> <br />SECTION 10: COMMITTEES <br /> The Executive Committee shall consist of the Chairman, two (2) <br />Vice-Chairmen, Secretary (Director), and the representative from the <br />Governing Body. <br /> <br /> <br />
