Mr. Hartsell pointed out that this action could not include
those boards and committees which are statutorily established.

Water and Sewer District Meeting

Chairman Barnhart recessed the meeting at 8:10 P.M. until the conclusion
of the meeting of the Water and sewer District.

Chairman Barnhart reconvened the meeting of the Board of Commissioners.

Report on Conference

Commissioner Olio-Mills questioned Commissioner Casper regarding a report
on her travel to Florida to attend a conference regarding Animal Control issues.
Commissioner Casper stated that she had returned from Florida on this date but
would be willing to give a brief report at this time. The Board asked that this
report be included on the agenda for the next meeting.

INFORMAL PUBLIC COMMENTS

Chairman Bar,art opened the meeting for Informal P~lic Comments at 8:12
P.M.

Ms. Chris Lee, of Harrisburg and representing a number of concerned parents
and teachers who were present for the meeting, addressed the Board regarding
school facilities needs. She thanked the Board for the taking the initiative for
providing funding for the new weststde elementary school. However, she expressed
concern about the rematningproblems of overcrowding and aging facilities in the
school system. Specific problems included the following: cafeteria for the Mt.
Pleasant Elementary School; insufficient parking at Harrisburg Elementary;
inadequate wiring and fire hazards at Concord Middle, Harrisburg Elementary,
Bethel Elementary and Winecoff Elementary; overcrowded conditions at J. N. Fries
Middle and Central Cabarrus High School; and the increased use of mobile units
which places a burden on such core facilities as cafeteria, media center, and
restrooms. Ms. Lee expressed displeasure with the options of split shifts and
year round multi-track schools and asked the Board to make education a priority
and provide facilities that are necessary to properly educate the children of
Cabarrus County.

There was no one else present to address the Board, and Chairman Barnhart
closed the public comments portion of the meeting.
