Mr. Hartsell pointed out that this action could not include <br />those boards and committees which are statutorily established. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting at 8:10 P.M. until the conclusion <br />of the meeting of the Water and sewer District. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />Report on Conference <br /> <br /> Commissioner Olio-Mills questioned Commissioner Casper regarding a report <br />on her travel to Florida to attend a conference regarding Animal Control issues. <br />Commissioner Casper stated that she had returned from Florida on this date but <br />would be willing to give a brief report at this time. The Board asked that this <br />report be included on the agenda for the next meeting. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Bar,art opened the meeting for Informal P~lic Comments at 8:12 <br />P.M. <br /> <br /> Ms. Chris Lee, of Harrisburg and representing a number of concerned parents <br />and teachers who were present for the meeting, addressed the Board regarding <br />school facilities needs. She thanked the Board for the taking the initiative for <br />providing funding for the new weststde elementary school. However, she expressed <br />concern about the rematningproblems of overcrowding and aging facilities in the <br />school system. Specific problems included the following: cafeteria for the Mt. <br />Pleasant Elementary School; insufficient parking at Harrisburg Elementary; <br />inadequate wiring and fire hazards at Concord Middle, Harrisburg Elementary, <br />Bethel Elementary and Winecoff Elementary; overcrowded conditions at J. N. Fries <br />Middle and Central Cabarrus High School; and the increased use of mobile units <br />which places a burden on such core facilities as cafeteria, media center, and <br />restrooms. Ms. Lee expressed displeasure with the options of split shifts and <br />year round multi-track schools and asked the Board to make education a priority <br />and provide facilities that are necessary to properly educate the children of <br />Cabarrus County. <br /> <br /> There was no one else present to address the Board, and Chairman Barnhart <br />closed the public comments portion of the meeting. <br /> <br /> <br />
