· 382 <br /> <br />Proclamat$on - Soil and Water Stewardship Week <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, our well-being depends on the production of ample food, <br /> fiber and other products of soil; and <br />WHEREAS, the quality and quantity of these products depend on the <br /> conservation, wise use and proper management of soil and <br /> water resources; and <br />WHEREAS, protection of our water from pollution depends on sound <br /> conservation practices; and <br />WHEREAS, conservation districts provide a practical and <br /> democratic organization through which landowners take <br /> the initiative to conserve and make proper use of these <br /> resources; and <br />WHEREAS, the conservation movement is carrying forward a program <br /> of soil and water conservation in partnership with many <br /> private and public organizations and individuals: <br />THEREFORE I, Jeff Barnhart, in full appreciation of the value of <br /> our soil and water to the public welfare, and desiring <br /> to honor those who protect those resources, do hereby <br /> proclaim <br /> April 30 through May 7, 1995 <br /> 'Soil and Water Stewardship Week <br />In witness whereof I have hereunto set my hand and caused the seal <br />of Cabarrus County to be affixed. <br />/s/ Jeffrey L. Barnhart <br />April 17, 1995 <br /> <br />NEW BUSINESS <br /> <br />Prostate Cancer Screening Proposal - Grant Application Request by the Health <br />.Department <br /> <br /> Dr. William F. Pilkington, Health Director, reviewed the grant application <br />to the Cannon Foundation, Inc. requesting funding in the amount of $3,600.00 to <br />implement a Prostate Cancer Screening Program for black males in Cabarrus County. <br />The total budget for the program is in the amount of $5,848.00 with $2,248.00 to <br />be provided from the Health Department'budget. Health Department staff will work <br />with Dr. Hector Henry and other physicians from the Cabarrus Urology Clinic to <br />provide these screenings. <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Casper and <br />unanimously carried, the Board authorized the Health Department to submit a grant <br />application to the Cannon Foundation, Inc. for funding tn the amount of $3,600.00 <br />to implement a Prostate'Cancer Screening Program in Cabarrus County. <br /> <br />Moment of Silence <br /> <br /> The Board observed a moment of silence in memory of Mr. Odell Bradshaw who <br />passed away on Saturday, April 15. Mr. Bradshaw had been employed as a custodian <br />at the Senior Center. <br /> <br />Proclamation - Office Support Services Appreciation Day <br /> <br /> Chairman Barnhart paid special recognition to the more than 110 <br />administrative support personnel employed by County government. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, it is recognized that office support staff in both the <br />public and private sector provide a valuable resource to any <br />business; and, <br /> <br /> <br />
