385 <br /> <br />It is also my recommendation that we include the community in the <br />planning process and explore the possibility of seeking further <br />interest the community (Humane Society, Animal Protection, etc.) <br />might have in the day-to-day operation of the shelter. <br /> <br />I will be pleased to discuss any phase of this project and ultimate <br />operation with individual commissioners or attempt to answer <br />specific questions. <br /> <br />While at the Animal Control Conference,.there was also a conference <br />dealing with youthful offenders, substance abuse, teen pregnancy, <br />etc. in the same hotel. I took advantage of the opportunity to talk <br />with some of the attendees and professionals involved in that <br />conference sharing some of our local concerns and problems. They <br />were kind enough to share their printed materials which I have <br />distributed to those persons locally charged with the responsibility <br />of dealing with these issues. <br /> <br /> Chairman Barnhart introduced the issue of privatizatton and the possibility <br />of entering into a contractual agreement with a private kennel to board animals. <br />He indicated this type of arrangement would enable the County to focus its <br />attention on Animal Control. After brief discussion, it was generally agreed to <br />explore privattzatton as well as the construction of a new County Animal Shelter. <br /> <br />Trip Report - Property Tax Commission Hearing in Raleigh - Chairman Barnhart <br /> <br />Chairman Barnhart read the following report into the record. <br /> <br />Subject: Cabarrus County Business Trip <br />Purpose: Hearing before the North Carolina Property Tax Commission <br /> Philip Morris's appeal of late listing penalties for <br /> personal property taxes for years 1984-1989 <br />Date: March 22 and 23, 1995 <br />Attendees: Jeff Barnhart, Chairman, Board of Commissioners; <br />Tyrone Harward, Chairman, Board of Equalization & <br />Review; Richard Roberts, Vice Chairman, Board of <br /> Equalization and Review; Terry Rowland, Tax <br /> Administrator <br /> <br />Upon request by Cabarrus County's legal counsel (David Terry & <br />Charles Meeker), the above mentioned attendees were present at the <br />North Carolina Property Tax Commission hearing regarding the late <br />listing appeal of Philip Morris USA. <br /> <br />The Commission, having received evidence from Philip Morris and <br />havingheard argument of counsel, ruled that Philip Morris failed to <br />show that the Cabarrus County Board of Equalization & Review abused <br />its discretion or otherwise acted illegally. The Commission ordered <br />that Philip Morris USA's appeal be dismissed. <br /> <br />If this decision is not appealed, approximately $1.6 million . in <br />additional revenue will be realized by Cabarrus County. <br /> <br />The total cost of this business trip was $607.32 of which $156.20 <br />was attributable to Jeff Barnhart. <br /> <br /> Commissioner Olio-Mills reported that those persons attending the Property <br />Tax Commission hearing had to spend an extra day in Raleigh, thus incurring <br />additional expenses for the purchase of clothing and other basic necessities. <br />He made a motion to approve reimbursement for these necessities and for Mr. <br />Tyrone Harward and Richard Roberts, members of the Board of Equalization and <br />Review, to be treated as expert witnesses and paid for the time they were away <br />from their work. <br /> <br /> Chairman Barnhart agreed that the Board should consider the development of <br />a policy for this type~of situation when persons are required to leave their <br />business on behalf of the County. <br /> <br /> Commissioner Olio-Mills amended his motion to reimburse Mr. Tyrone Harward <br />and Mr. Richard Roberts $200.00 a day for the two days they were in Raleigh to <br /> <br /> <br />
