384 <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board amended Chapter 78, Article III, Section 78-61 et <br />seq. of the Code of Ordinances, Cabarrus County, North Carolina to include the <br />revised Sewer Use Ordinance. The revised Sewer Use Ordinance is on file in the <br />Office of the County Mana§er and hereby included by reference as a part of the <br />minutes. <br /> <br />Amendment of the Position Classification Plan and Job Classification Schedule to <br /> <br />Establish GIS Analyst II Classification <br /> <br /> Mr. Don Moorhead, Personnel Officer, reviewed the request to establish the <br />GIS Analyst II classification. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board voted to amend the Position Classification Plan <br />and Job Classification Schedule to add GIS Analyst II at salary grade 72. <br /> <br />Request to Waive the Hiring Freeze for Specific Vacant Positions <br />Moorhead <br /> <br />Mr, Don <br /> <br /> Mr. Moorhead reviewed the request to waive the hiring freeze for six <br />positions. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart with <br />Commissioners Fennel, Casper and Niblock and Chairman Barnhart voting for and <br />Commissioner Olio-Mills voting against, the Board agreed to waive the hiring <br />freeze for the following positions: Senior Center Program Assistant (57-60-101- <br />002); Public Health Nurse I (58-15-101-023); Public Health Nurse I (58-15-104- <br />001); Computer Operator I (18-15-101-004); Grounds Maintenance Worker (19-40-101- <br />003); and Income Maintenance Caseworker II (56-45-101-042). <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />REPORTS <br /> <br />Trip Report - Humane Society of the United States (HSUS) Animal Care EXPO '95 - <br />Commissioner Casper <br /> <br />Commissioner Casper read the following report into the record. <br /> <br />MEMORANDUM <br />TO: Board of Commissioners <br />FROM: Sue Casper, Commissioner <br />SUBJECT: HSUS Animal Care EXPO '95 <br /> <br />At the request of Commissioner Olio-Mills and the entire Board of <br />Commissioners, I agreed to attend a conference in Orlando, Florida <br />on March 29 - April 3, 1995. <br /> <br />The conference dealt with Animal Control and related problems. Of <br />special interest to our county is information applicable to <br />developing an efficient, low maintenance, affordable animal shelter <br />and improved techniques of dealing with health and safety issues <br />relative to the rabies epidemic. <br /> <br />After conferring with professionals in this field, I am prepared to <br />recommend that we discuss further our needs with the architectural <br />firm of Robb Partnerships who built the new Charlotte/Mecklenburg <br />Shelter. The consensus of opinion is that their techniques of <br />design and materials usage are the best applications in the field <br />today, both from the standpoint of function and wearability. Recent <br />developments in floor covering and wall tile will reduce maintenance <br />and add years of usability to the building. <br /> <br /> <br />
