397 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Tax Assessor's Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 1, 1995, at 5:30 P.M. to <br />continue program reviews. <br /> <br />Present <br /> <br />Absent <br /> <br />Chairman: Jeffrey L. Barnhart <br />Vice-Chairman: Arne L. Fennel <br />Commissioners: Sue B. Casper <br /> Dr. Franklin C. Niblock, Jr. <br />Commissioner: Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. John Day, <br />Budget Officer/Area Manager; Mr. Don Moorhead, Personnel Director; and Mrs. <br />~Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 5:35 P.M. <br /> <br />TAX ADMINISTRATION <br /> <br /> Mr. Terry Rowland, Tax Administrator, presented an overview of the Tax <br />Administration Department, including the sections of Appraisal and Revaluation, <br />Auditor, Business Personal, Individual Personal, Land Records, and Tax <br />Collection. The CountY Assessor's Office is responsible for the listing and <br />appraisal of all property for the purpose of billing taxes for the County, <br />contracted municipalities, and special districts. Also, the department carries <br />out the four-year plan for property revaluation and maintains accurate mapping <br />and ownership records of all properties. Mr. Rowland specifically addressed the <br />new method of vehicle assessment, stating it has created more paperwork but <br />brought in approximately $500,000.00 in additional revenue to the County. <br /> <br /> The Tax Collection office is responsible for the collection of all current <br />and delinquent taxes for the County, City of Kannapolis and special districts as <br />well as the collection of ambulance charges and water and sewer bills. The staff <br />works to force collection through bank attachments, garnishment, levy and <br />foreclosure, files bankruptcy and receivership claims, issues mobile home moving <br />permits, and files Medicare, Medicaid, private insurance and other claims for <br />ambulance collections. <br /> <br /> Commissioner Casper stated the need for a more aggressive approach in <br />collecting delinquent ambulance accounts. There was brief discussion regarding <br />the feasibility of hiring of an additional employee and/or the use of a <br />collection agency. Mr. Rowland pointed out that the collections staff <br />prioritizes the various accounts and its efforts to collect the delinquent <br />accounts. <br /> <br />Veterans Services <br /> <br /> Mr. Lewis Williams, Veterans Service Officer, described the duties and <br />responsibilities of the Veterans Service Office. This office assists veterans <br />and their dependents by providing the following services: Compensation, Pension, <br />Education, Insurance, Hospitals, Loans, Workings of Armed Services, and Veterans <br />Administration. Also, Mr. Williams reported that he often presents programs in <br />the local schools and does other public relations work throughout the year. <br /> <br />Update on Coddle Creek <br /> <br /> Mr. Witherspoon reported that Plantation Pipeline officials plan to meet <br />at the Coddle Creek Reservoir site on May 2. The company is now investigating <br />the use of directional drilling to reduce the cost of the pipeline relocation. <br /> <br />Ad] ournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 6:18 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
