398 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Con~aissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 1, 1995, at 6:30 P.M. <br /> <br /> Present - Chairman: Jeffrey L. Barnhart Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Dr. Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager, and Mrs. Frankle <br />F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:30 P.M. Commissioner <br />Olio-Mills was absent for the beginning of the meeting. <br /> <br /> The Presentation of Colors was conducted by Scout Troop 48 of the Mt. <br />Hermon Lutheran Church. Scouts Jason Jones and Brian Clark participated in the <br />ceremony. <br /> <br /> The invocation was given by Commissioner Fennel. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commission Casper, seconded by Commissioner Fennel with <br />Commissioners Casper, Fennel and Niblock and Chairman Barnhart voting for, the <br />minutes of April 3, April 10, and April 17, 1995 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> Commissioner Fennel requested the addition of a Resolution declaring a <br />Gabarrus County Day of Prayer. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel with <br />Commissioners Niblock, Fennel and Casper and Chairman Barnhart voting for, the <br />Board approved the agenda as submitted with the addition of the Resolution <br />declaring a Cabarrus County Day of Prayer. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Fireworks Display Permit Carolina Mall <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart with <br />Commissioners Fennel, Casper and Niblock and Chairman Barnhart voting for, the <br />Board approved the request from the Carolina Mall for a fireworks display at the <br />Carolina Mall on Monday, July 3, 1995, at 9:30 P.M.
