Bonds, Clerk to the Board <br /> <br />NEW BUSINESS <br /> <br />Request to Endorse House Bill 447 to Require Ambulance Operators to be Licensed <br />by the North Carolina Department of Human Resources <br /> <br /> The Board reviewed the request from Mr. Aubrey Attkisson, Emergency Medical <br />Services Director, to endorse House Bill 447 requiring ambulance operators to be <br />licensed by the State. Currently no license is required; and, unlike CabarruS, <br />many counties do not issue local franchises which stipulate minimum standards. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock with <br />Commissioners Fennel, Niblock, and Casper and Chairman Barnhart voting for, the <br />Board voted to endorse NC House Bill 447 requiring ambulance operators to be <br />licensed by the North Carolina Department of Human Services and to forward this <br />endorsement to the local legislative delegation. <br /> <br /> Commissioner Olio-Mills arrived at 6:40 P.M. and was present for the <br />remainder of the meeting. <br /> <br />Preliminary Presentation of the Proposed Secondary Road Program for Fiscal Year <br />1995-96 Mr, Alvin Hough, District Engineer <br /> <br /> Mr. Alvin Hough, District Engineer with the North Carolina Department of <br />Transportation, presented the proposed 1995-96 Secondary Road Program for <br />Cabarrus County. Total funds available were estimated at $818,314.00. Roads <br />included in the proposed program were as follows: Rural - Pembrook Road, Gregory <br />Road, Tyler Road, Trinity Church Road, and Rockwell Road; Subdivision - Optimist <br />Club Road, Pineleaf Circle, Allen Drive, and Wig Street. Also, Mr. Hough <br />discussed the priority rating system, the Property Owner Participation Program, <br />and the use of Trust Funds for secondary road construction projects. <br /> <br /> Chairman Barnhart questioned the possibility of the State's upgrading <br />and/or paving Tater Ridge Road, which is a subdivision road that was never <br />completed by the developer. Mr. Hough explained that the State is not allowed <br />to do any type of work or take over roads which do not meet State standards. <br />However, he agreed to estimate the cost of work to bring the road up to State <br />standards and to provide this information to Mr. Witherspoon. <br /> <br /> The proposed 1995-96 Secondary Road Program will be formally presented~to <br />the Board for approval on Monday, May 15, 1995, at 6:30 P.M. <br /> <br />Community Based Alternatives Task Force Recommended Program Proposals for <br />Fiscal Year 1996 <br /> (a) Uwharrie Grouo Home <br /> (b) Home-Based Services <br /> (c) Temporary Shelter Care <br /> (d) Psychological Services to Juvenile Court <br /> <br /> Mr. John Day, Budget Officer/Area Manager, reported that the recommended <br />program requests are essentially unchanged from FY 1995. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock and <br />unanimously carried, the Board approved the submission of the following Community <br />Based Alternatives (GBA) program applications as recommended by the CBA Task Force. <br /> <br /> <br />
