Request for a Pay Plan Adjustment for the Parks Supervisor (Frank Liske Park) Job Classification Mr. Don Moorhead, Personnel Officer, reviewed the request for the pay plan adjustment for the Parks Supervisor job classification as well as the justification for this request. This recommendation was a follow-up to the Board's adoption of the salary comparison study recommendations on March 6, 1995. UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock with Commissioners Fennel, Niblock and Casper and Chairman Barnhart voting for and Commissioner Olio-Mills voting against, the Board approved the request that the Parks Supervisor (Frank Liske Park) job classification be moved from Salary Grade 65 ($23,593.26 to $36,423.88) upward to Salary Grade 66 ($24,774.50 to $38,244.98) retroactive to March 3, 1995. Request to Waive the Hiring Freeze for Specific Vacant Positions Mr. Don Moorhead, Personnel Director, reviewed the request to waive the hiring freeze for two part-time Custodian I positions. These positions were at the Senior Center (19-50-102-11) and the County Courthouse (19-50-102-5). Commissioner Ollo~Mills recommended that the Board table both requests until the Performance Audit is released, stating the County may possibly be looking at prlvattzing the general services and janitorial department. Also, Commissioner Olio-Mills indicated he is working on a plan to fulfill the position at the Senior Center at no cost to the taxpayers. There was discussion regarding the privatization of the custodial work at the Senior Center as well as the need to have at least two employees available to set up for the large number of events held at the facility. After discussion, there was general consensus to continue to use personnel from a temporary employment service at this time and to look into the possibility of contracting with a private company to do the custodial work at the Senior Center. UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Fennel and unanimously carried, the Board tabled the request to waive the hiring freeze for the two part-time Custodian I positions (Senior Center and County Courthouse). Request to Authorize the Issuance of the Request for Proposals (RFP) for the Fiscal Impact Study In response to the Board's directive of April 17, Mr. Gerald Newton, Planning and Development Area Manager, reviewed the proposed Request for Proposals for a "Fiscal Impact Analysis and Growth Financing Plan for Cabarrus County". The analysis~ will examine the financing or related costs of the following five major public service/infrastructure areas: Water and Sewer Service; Schools, Roadways; Parks and Recreation; and Emergency Services. Mr. Newton estimated the cost of the analysis at $20,000.00 with a draft report to be submitted to the County within two months after contracting the project. Commissioner Fennel moved to authorize the issuance of the proposed Request for Proposals with the following changes: (1) Strike Recreation from "Parks and Recreation" as an area to be addressed in the study; (2) Replace the phrase "now feel" in the third paragraph of Introduction with the word "understand" for the sentence to read: "County policy makers understand the need to embrace the philosophy of concurrency between growth and the provision of public services and infrastructure."
