This recommendation was a follow-up to the <br />Board's adoption of the salary comparison study recommendations on March 6, 1995. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock with <br />Commissioners Fennel, Niblock and Casper and Chairman Barnhart voting for and <br />Commissioner Olio-Mills voting against, the Board approved the request that the <br />Parks Supervisor (Frank Liske Park) job classification be moved from Salary Grade <br />65 ($23,593.26 to $36,423.88) upward to Salary Grade 66 ($24,774.50 to <br />$38,244.98) retroactive to March 3, 1995. <br /> <br />Request to Waive the Hiring Freeze for Specific Vacant Positions <br /> <br /> Mr. Don Moorhead, Personnel Director, reviewed the request to waive the <br />hiring freeze for two part-time Custodian I positions. These positions were at <br />the Senior Center (19-50-102-11) and the County Courthouse (19-50-102-5). <br /> <br /> Commissioner Ollo~Mills recommended that the Board table both requests <br />until the Performance Audit is released, stating the County may possibly be <br />looking at prlvattzing the general services and janitorial department. Also, <br />Commissioner Olio-Mills indicated he is working on a plan to fulfill the position <br />at the Senior Center at no cost to the taxpayers. <br /> <br /> There was discussion regarding the privatization of the custodial work at <br />the Senior Center as well as the need to have at least two employees available <br />to set up for the large number of events held at the facility. After discussion, <br />there was general consensus to continue to use personnel from a temporary <br />employment service at this time and to look into the possibility of contracting <br />with a private company to do the custodial work at the Senior Center. <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Fennel and <br />unanimously carried, the Board tabled the request to waive the hiring freeze for <br />the two part-time Custodian I positions (Senior Center and County Courthouse). <br /> <br />Request to Authorize the Issuance of the Request for Proposals (RFP) for the <br />Fiscal Impact Study <br /> <br /> In response to the Board's directive of April 17, Mr. Gerald Newton, <br />Planning and Development Area Manager, reviewed the proposed Request for <br />Proposals for a "Fiscal Impact Analysis and Growth Financing Plan for Cabarrus <br />County". The analysis~ will examine the financing or related costs of the <br />following five major public service/infrastructure areas: Water and Sewer <br />Service; Schools, Roadways; Parks and Recreation; and Emergency Services. Mr. <br />Newton estimated the cost of the analysis at $20,000.00 with a draft report to <br />be submitted to the County within two months after contracting the project. <br /> <br /> Commissioner Fennel moved to authorize the issuance of the proposed Request <br />for Proposals with the following changes: (1) Strike Recreation from "Parks and <br />Recreation" as an area to be addressed in the study; (2) Replace the phrase <br />"now feel" in the third paragraph of Introduction with the word "understand" for <br />the sentence to read: "County policy makers understand the need to embrace the <br />philosophy of concurrency between growth and the provision of public services <br />and infrastructure." <br /> <br /> <br />
