402 <br /> <br /> Chairman Barnhart asked for a provision in the RFP that the County has the <br />right to reject any and all bids. Mr. Witherspoon advised that this is a <br />standard provision and would be included prior to the issuance of the RFP. <br /> <br /> There was lengthy discussion regarding the deletion of "recreation" from <br />the study. Commissioner Fennel stated that the County has an adequate recreation <br />plan and is now working to build and maintain parks. However, Commissioner <br />Niblock expressed concern about the amount of money being spent on juvenile <br />problems in the county and indicated that the area of recreation should also be <br />addressed. After discussion, Commissioner Fennel agreed that recreation should <br />remain as a part of the study and withdrew that portion of his motion. <br /> <br /> In response to questions by Commissioner Olio-Mills, Mr. Newton advised <br />that his staff could do the fiscal impact analysis. However, he explained that <br />a consultant is used when there is not enough manpower nor enough time to do the <br />work. According to Mr. Newton, his department could not do the work within a <br />period of two months. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock with <br />Commissioners Fennel, Niblock, and Casper and Chairman Barnhart voting for and <br />Commissioner Olio-Mills voting against, the Board authorized the issuance of the <br />Request for Proposals for the "Fiscal Impact Analysis and Growth Financing Plan <br />for Cabarrus County" as presented by Mr. Newton with the following change: <br />Replace the phrase "now feel" with the word "understand" in the third sentence <br />of the third paragraph of Introduction for the sentence to read "County policy <br />makers understand the need to embrace the philosophy of concurrency between <br />growth and the provision of public services and infrastructure." <br /> <br />Appointment Harrisburg Planning and Zoning Board/Alternate Member Board of <br />6d~ ustment <br /> <br /> The Board received the recommendation from the Harrisburg Town Council for <br />the appointment of Mr. Joe Howell as the extraterritorial jurisdiction member to <br />the Harrisburg Planning and Zoning Board. Mr. Howell will fill the position <br />created by the resignation of Mr.. Gary Goers. <br /> <br /> The Board accepted with regrets the resignation of Mr. Gary Goers as the <br />extraterritorial jurisdiction member of the Harrisburg Planning and Zoning Board. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board appointed Mr. Joe Howell as the extraterritorial <br />Jurisdiction member to the Harrisburg Planning and Zoning Board and Alternate <br />member to the Board of Adjustment as recommended by the Harrisburg Town Council. <br />Mr. Howell will complete an unexpired term ending on July 1, 1996. <br /> <br />Ratification of the Purchase of Additional Property (2.1! Acres) by the Cabarrus <br />County Board of Education for the Westside Elementary School <br /> <br /> The Board discussed the request to ratify the purchase of additional <br />property for the Westside Elementary School. The additional property will <br />provide for a safer, more serviceable entrance to the school. Also, the <br />relocation of the entrance avoids potential rock and wetlands problems at the <br />site. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper with <br />Chairman Barnhart and Commissioners Casper, Fennel and Niblock voting for and <br />Commissioner Olio-Mills voting against, the Board ratified the purchase of <br />approximately 2.1 acres located on the south side of Weddington Road from Jane <br />Elizabeth Moss and Harry Cress for the sum of $40,000.00 by the Cabarrus County <br />Board of Education for the Westside Elementary School. <br /> <br />Travel Request for Board Members to Attend the NACo Annual Conference in Atlanta <br /> <br />in July, 1995 <br /> <br /> The Board reviewed the estimated cost of $1,321.60 per person to attend the <br />National Association of Counties (NACo) Annual Conference in Atlanta in July. <br />There was lengthy discussion regarding travel to this conference and to the NACo <br />Legislative Conference in Washington in March, 1996.
