403 <br /> <br />Niblock and Olio-Mills stated they planned to attend the Legislative Conference <br />in March, 1996 and therefore would not be going to Atlanta in July. No other <br />Board member stated firm plans to attend the meeting in Atlanta. Therefore, <br />Commissioner Fennel requested that the matter be delayed until the next meeting <br />and for Board members, to decide which NACo conference they wished to attend. <br /> <br />There was general consensus to defer this matter until May 15. <br /> <br />Water and Sewer District <br /> <br /> Chairman Barnhart recessed the meeting at 7:20 P.M. until the conclusion <br />of the Water and Sewer District meeting. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />Day of Prayer Proclamation <br /> <br /> Commissioner Fennel introduced a Proclamation to proclaim the first <br />Thursday in May as the Annual Cabarrus County Day of Prayer. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Chairman Barnhart and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br /> CABARRUS COUNTY <br /> DAY OF PRAYER <br />First Thursday of May <br /> <br /> WHEREAS, the first Thursday of May has been designated as the <br />NATIONAL DAY OF PRAYER, and <br /> WHEREAS, Jeremiah 29:12-13 states, "Then you will call upon <br />Me, and go and pray to ME, and I will listen to you. And you will <br />seek Me and find Me, when you search for ME with all your heart," <br />and <br /> WHEREAS, the vast majority of citizens in Cabarrus County <br />believe in the Judeo-Christian values that have made and keep our <br />country great, and <br /> WHEREAS, we all need to continually give thanks to God for his <br />many blessings in our lives and to pray for those in authority (I <br />Timothy 2:1-2) and for our county, our state and our nation, and <br /> WHEREAS, Jeremiah 29 says to pray for God's guidance in your <br /> own life and that of our country, and <br /> WHEREAS, Isaiah 59 says to exercise humility and repentance <br />with confession for yourself and for our nation, praying that our <br />country will return to its spiritual roots, and <br /> WHEREAS, I Timothy 2 and Romans 12 tell us to pray that the <br />people of our nation would respect one another and be bound together <br />beyond racial and religious barriers, asking for God's unity to <br />restore the people. <br /> THEREFORE, the Board of Commissioners of Cabarrus County <br /> declares that the first Thursday in May this year (May 4, 1995) and <br /> each subsequent year be declared The Annual Cabarrus County Day of <br /> Prayer. And, that all citizens join us in praying for our nation, <br /> our state, our county and ourselves. <br /> Signed this 1st day of May, 1995 by Jeffrey L. Barnhart, <br /> Chairman of the Cabarrus County Board of Commissioners. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Barnhart opened the meeting for Informal Public Comments. <br /> <br /> Mr. Frank Spencer asked the Board to convey to him approximately .24 of an <br />acre of property located in the vicinity of the Coddle Creek Reservoir. He now <br />owns 1.76 acre and the minimum requirement for a buildable lot is two (2) acres. <br />Mr. Spencer reported that he initially owned 13 acres of property but over the <br />years had sold all but the remaining 1.76 acre. He now has a contract to sell <br />this property but is unable to do so without the additional .24 of an acre. <br /> <br /> <br />
