443 <br /> <br /> Ms. Doris King, resident of 3251 Sapp Road, stated she did not like the <br />condition of the schools. However, she stated in her opinion the money should <br />be directed for quality teachers and educational materials with less emphasis on <br />the buildings. <br /> <br /> Mr. Tom Richards, representing the residents of Historic Concord, urged the <br />Board to appropriate as much funding as possible for the planning and <br />construction of school facilities. He stated that school overcrowding has <br />created a problem with traffic congestion in the Historic Concord District. <br /> <br /> Ms. Chris Lee, resident of 5306 Somerset Lane in Harrisburg, addressed the <br />Board regarding school funding. She stated that the four cents (4¢) tax increase <br />would barely touch the tip of what is needed for the schools. Ms. Lee reported <br />that the 13 mobile units currently located at Harrisburg Elementary greatly <br />impact the core facilities of the school. Also, she expressed concern about the <br />safety of volunteers and visitors who must park at a church and cross NC 49 to <br />get to the school. <br /> <br /> Mr. Steve Sabol, resident of 5441 Weddington Road, listed a variety of <br />statistics regarding the schools and stated in his opinion there are more wants <br />than needs in the schools. He recommended charging impact fees as well as fees <br />for such school activities as foreign languages, music and athletics. Mr. Sabol <br />suggested that existing facilities should be repaired prior to replacing the <br />buildings. Also, he stated in his opinion the schools should concentrate on the <br />basics of reading, writing, math and science. <br /> <br /> Mr. Bill Babb of 590 Westwood Drive in Kannapolis spoke in support of the <br />recommended tax rate of 60.5 cents but stated the Board should look at cutting <br />other areas in order to direct more funds to school construction. He listed the <br />following suggestions which he stated would provide a total of $5.4 million for <br />school capital outlay: (1) Fund no more than 50 percent of the recommended $3.6 <br />million for non-recurring projects; (2) Reduce Education current expense and <br />capital outlay funds by 5 percent; and (3) Cap total employee ceiling at the <br />1994-95 level. <br /> <br /> There was no one else present to address the Board, and Chairman Barnhart <br />closed the public hearing on the proposed budget at 8:05 P.M. <br /> <br />Scheduling of Meeting <br /> <br /> Chairman Barnhart announced that the Board would meet at 5:30 P.M. on <br />Monday, June 12, with the Cabarrus County Board of Education and the Kannapolis <br />Board of Education. There will be an update from the Education Summit Planning <br />Task Force and a report on the recent education survey completed by the Urban <br />Institute. The Board will hold a budget work session after the joint meeting <br />with the two school boards. <br /> <br />Recess of the Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting of the Water and Sewer District <br />until 5:30 P.M. on June 12, 1995. <br /> <br />Personnel Matter <br /> <br /> Mr. Witherspoon presented an Employment Termination Agreement for the <br />Board's consideration. <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Fennel <br />with Commissioners Olio-Mills, Fennel and Casper and Chairman Barnhart voting <br />for, the Board approved the following Agreement. <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />EMPLOYMENT TERMINATION AGREEMENT <br /> <br /> THIS AGREEMENT, made this 5th day of June, 1995 by and <br />between Cabarrus County, a body politic (hereinafter "Employer") and <br />John V.
