442 <br /> <br />Proposed FY 1995-96 Cabarrus County Budget - Public Hearing - 7:00 P.M. <br /> <br /> At 7:02 P.M., Chairman Barnhart stated that this was the date and time for <br />a public hearing on the proposed FY 1995-96 Cabarrus County Budget and asked if <br />anyone were present who wished to address the Board. <br /> <br /> Mr. Roland L. Davey, Director of the Cannon Memorial YMCA, requested the <br />continuation of the County's annual allocation to the David H. Murdock Senior <br />Center. <br /> <br /> Ms. Rachel Moffett addressed the issue of domestic violence in Cabarrus <br />County and reviewed the funding sources for the Cabarrus Victim's Assistance <br />Network (CVAN) Battered Women's Program. She asked that the annual County <br />appropriation be restored from the recommended appropriation of $13,000.00 to <br />$15,000.00. <br /> <br /> Ms. Judi Mullis spoke in support of continued funding for the CVANBattered <br />Women's Program. She stated she was a battered woman 21 years ago and now does <br />volunteer work for the program. Ms. Mullis commented on the importance of the <br />battered women's shelter in providing a safe haven for women and children in the <br />community. <br /> <br /> Ms. Peggy Cleveland, Executive Director of the Cabarrus Cooperative <br />Christian Ministry (CCCM), supported the continued funding of CCCM. She reported <br />the County's annual appropriation of $10,000.00 helps to stabilize 100 families <br />per year. <br /> <br /> Ms. Shirley McDowell, Executive Director of Hospice of Cabarrus County, <br />discussed the Home Care and Community Group programs provided in the community <br />by Hospice. She asked for the continued annual funding of $5,592.00 by Cabarrus <br />County. <br /> <br /> Mr. John C. Kee, resident of 9711 Hickory Ridge Road in Harrisburg, stated <br />his support for the schools but opposed an increase in taxes. Stating that <br />senior citizens need to have the tax rate lowered, he recommended a ten percent <br />(10%) budget cut in all County departments. <br /> <br /> Ms. Karin Britt, President of the Humane Society of Concord and Greater <br />Cabarrus County, discussed the activities of the Society and spoke in support of <br />the request for County funding. She reported that members assist local Animal <br />Control by investigating complaints of animal cruelty and abandonment. <br /> <br /> Ms. Kareen Scott, Executive Director of Meals on Wheels, asked for an <br />increase of $3,000.00 in County funding, stating there are currently 80 people <br />on a waiting list for services. <br /> <br /> Mr. Wallace Hinnant, resident of 2424 Wimbledon Street in Concord, <br />addressed the Board regarding the proposed budget as well as the board's working <br />relationship. He supported the request by the Department of Aging for a new <br />Transportation Coordinator position, stating there were problems with the <br />Planning Department's administration of the Transportation Program. Also, Mr. <br />Hinnant objected to the recommendation that program fees be increased at the <br />Senior Center, stating that increased fees would result in less participation at <br />the Center. He advised he would make additional budget recommendations after <br />receiving a copy of the County's organizational chart. <br /> <br /> Dr. Ed Tyson, Kannapolis City Schools Superintendent, spoke in support of <br />funding for the schools and asked that the Board seriously consider the funding <br />requests by the schools. <br /> <br /> Mr. Witherspoon read a letter from Dr. Harold Winkler, Cabarrus County <br />Schools Superintendent, discussing the importance of capital funds to meet school <br />facility needs. In his letter, Dr. Winkler asked that the Board continue to <br />place the education of students of Cabarrus County as the top priority for <br />funding efforts and that the School System and the County continue to work <br />together with one common goal--the students. <br /> <br /> <br />
