441 <br /> <br /> The agreement would send all waste carriers currently using <br />the Cabarrus County landfill to the BFI facility beginning July 1, <br />1995. <br /> In order to make this option economically feasible, we will <br />need to seek state legislation allowing out-of-county waste to enter <br />the County landfill from July 1, 1995 to June 30, 1996. This <br />additional 12 months of operation will fill the landfill, thus <br />reducing closure costs, and provide an additional $700,000 to <br />$1,000,000 in revenue. These additional funds will cover the <br />closure and post closure costs, plus provide a down payment on the <br />cost of constructing a water line to serve the citizens who reside <br />in the landfill area. Construction of this line should begin within <br />12 to 18 months. <br /> The contract with BFI is currently under review and expected <br />to be considered at our next regular meeting June 19. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Olio-Mils with <br />Chairman Barnhart and Commissioners Olio-Mills, Casper and Fennel voting for, the <br />Board agreed to request the local legislative delegation to seek legislation to <br />amend Cabarrus County's landfill permit to allow out-of-county waste to enter the <br />landfill from July 1, 1995 to June 30, 1996. <br /> <br />Travel to Orlando, Florida to Examine and Discuss Modular Schools <br /> <br /> Chairman Barnhart reported that he and Commissioner Fennel planned to <br />travel to Florida with members of the Cabarrus County Board of Education and Dr. <br />Harold Winkler, Superintendent, to look at the modular schools or "flex schools" <br />that are being utilized in Orlando. The cost of travel for the two members was <br />estimated at approximately $550.00. <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Fennel <br />with Commissioners 0ilo-Mills, Fennel and Casper and Chairman Barnhart voting <br />for, the Board authorized Chairman Barnhart and Vice-Chairman Fennel to travel <br />to Orlando, Florida with Dr. Winkler and members of the Cabarrus County Board of <br />Education to examine and discuss modular schools. <br /> <br />Proposed Amendment to the Cabarrus County Personnel Ordinance to Clarify <br />Longevity Pay Plan Section - Mr. Don Moorhead <br /> <br /> Mr. Don Moorhead, Personnel Officer, briefly reviewed the proposed <br />amendment which would limit longevity pay to full-time employees. He stated <br />these changes would clarify the retention of the original purpose of the plan. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills <br />with Commissioners Fennel, Olio-Mills, Casper and Chairman Barnhart voting for, <br />the Board adopted on first reading the following amendment to Article III, <br />Section 13 of the Cabarrus County Personnel Ordinance. <br /> <br />Section 13. Longevity Pay Plan <br /> <br />The Cabarrus County Longevity Pay Plan was discontinued effective <br />July 1, 1993. Each permanent full-time employee receiving this <br />benefit prior to this date will continue to do so. This <br />"grandfathered" benefit will be paid in the biweekly pay checks, at <br />an amount equal to that which was in effect on June 30, 1993. <br />Recipients will lose this benefit: <br /> (a) when making a change from permanent full-time to <br /> permanent part-time employment status. <br /> (b) upon separation from employment with Cabarrus County. <br />Once longevity pay is terminated it will not be reinstated upon <br />change of employment status or re-employment. <br /> <br />Water and Sewer District <br /> <br /> Chairman Barnhart called the meeting of the Water and Sewer District to <br />order. <br /> <br /> <br />
