440 <br /> <br />Annual Weatherization Contract <br /> <br /> Mr. Louis Partain, Weatherization Coordinator with the Department of Aging, <br />briefly reviewed the Annual Weatherization Contract for Fiscal Year 1995-96. The <br />allocation of funds to Cabarrus County is $96,100.00 and does not require a <br />county match. <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Fennel <br />with Commissioners Olio-Mills, Casper and Fennel and Chairman Barnhart voting <br />for, the Board authorized the Chairman to execute the Annual Contract for the <br />Weatherization Assistance Program for Low Income Persons, Contract Number 95- <br />1441-50, between Cabarrus County and the Energy Division, North Carolina <br />Department of Commerce, and the accompanying Certificates on behalf of Cabarrus <br />County. The program allocation was as follows: <br /> <br />Weatherization Assistance <br /> <br />Single Audits $ 430 <br />Liability Insurance $ 430 <br />Paid Labor $43,043 <br />Other Program Support $ 7,748 <br />Materials $34,435 <br />Administration $ 8,514 <br /> SUBTOTAL $94,600 <br /> <br />Training and Technical Assistance <br />Training: Administrative & Technical <br />Consumer Education <br />Travel <br />Supplies/Equipment <br /> SUBTOTAL <br /> TOTAL AWARD <br /> <br />$ 1,500 <br />$ -0- <br />$ -0- <br />$ -0- <br />$ 1,500 <br />$96,100 <br /> <br />Data Access Charges to Government Agencies <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel and Casper voting for and Commissioner <br />Olio-Mills voting against, the Board moved to eliminate the data access charges <br />for the cities and related government agencies. <br /> <br />Update on Plantation Pipeline Relocation - Coddle Creek Reservoir <br /> <br /> Chairman Barnhart presented a Pipeline Relocation Progress report. <br />Plantation Pipe Line Company is currently pursuing the relocation options of open <br />trench (conventional method) and directional drilling. Directienal drilling <br />would be a cost savings if it is determined that this method will work on the <br />Coddle Creek project. The company is preparing bid packages for each option and <br />anticipates awarding the pipeline relocation contract in August with construction <br />to occur in early September. <br /> <br />Landfill Discussion <br /> <br />Chairman Barnhart read the following statement regarding the Landfill. <br /> <br />Cabarrus/BFI Landfill Agreement <br /> <br /> Choosing a site for a landfill is always an unpleasant and <br />difficult task, even when considering areas adjacent to an existing <br />landfill, as we have. <br /> The Commissioners and staff have been struggling with this <br />issue for many months, trying to find the solution that best serves <br />the citizens of Cabarrus County. <br /> Many alternatives were examined and after much work and <br />discussion, the option of closing the existing landfill and <br />contracting for landfill space was determined to be the best <br />alternative -~ a win-win for all parties involved. <br /> To that end, I am proposing to enter an agreement with BFI for <br />disposal of County waste at their Charlotte Motor Speedway facility <br />once the final details are finished. The County will receive <br />approximately $500,000 annually as a result of this agreement. <br /> <br /> <br />
