452 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 19, 1995, at 5:00 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Dr. Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br />Absent - Commissioner: Sue B. Casper <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. John Day, <br />Budget Officer/Area Director; Mr. Don Moorhead, Personnel Director;and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 5:00 P.M. <br /> <br /> There was brief discussion regarding the recommended increase in Building <br />Permit fees. The proposed budget will be amended to show an increase of <br />$250,000.00 in anticipated revenue for FY 1995-96. <br /> <br /> Commissioner Fennel presented a listing of "1995/1996 Budget Suggestions" <br />to cut operational costs of the County and provide construction funds for the <br />schools. These suggestions involved personnel, education, travel, parks and <br />recreation, increased sales tax and other types of programs. A number of the <br />suggestions had previously been approved by the Board. Commissioner Fennel <br />proposed that the Board cut an additional $.005 from the school construction <br />fund, leaving two cents (2¢) for the Westside Elementary School and two cents <br />(2¢) for a new school or the payoff of construction debt. Also, Commissioner <br />Fennel recommended that the Board send a message to the schools about budget <br />restrictions and ask that the school board seriously study the following budget <br />areas to obtain monies to move into new construction and technology: (1) Kids <br />Plus (Day Care) of $1,010,000.00; (2) Administrative compensation - move money <br />into the classroom; (3) Kindergarten Idea o Save 21 classrooms and $600,000.00; <br />(4) Merger or Restructuring of the two county school systems; (5) Extracurricular <br />activity fees for those who participate; (6) Year round utilization of school <br />facilities; (7) Community taX-deductible matching programs to build neighborhood <br />schools; (8) Active study groups to develop the means to reduce current and new <br />construction costs. He also proposed that the County pursue legislation next <br />year that will permit the County to impose an impact fee of one percent (1%), up <br />to $750.00, to fund school construction. <br /> <br /> Mr. Day presented the results of the responses by Commissioners Fennel, <br />Olio-Mills and Ntblock regarding the positions tentatively cut by the Board on <br />June 12. Justifications had been provided to the Board regarding each of the <br />positions. Chairman Barnhart gave his response to a number of the positions <br />during discussion.
