453 <br /> <br /> Commissioner Fennel suggested hiring part-time co-op students from Rowan- <br />Cabarrus Community College for the following positions: GIS Technician, <br />Micrographics Clerk, Personnel Technician, and Elections Clerk. He stated this <br />would benefit the students as well as be more economical for the County. <br /> <br /> In regards to the vote regarding the Planning Technician position, Chairman <br />Barnhart stated the position would be cut as Commissioner Casper had voted at an <br />earlier meeting to cut the position. However, as suggested by Commissioner <br />Fennel, the Board will look at moving the Transportation Program from the <br />Planning Department to the Social Services Department. Mr. Day also proposed <br />that the Board consider the transfer of the Transportation Program to a non- <br />profit organization. <br /> <br /> As suggested by Commissioner Fennel, the Board agreed to move $100,000.00 <br />for the Parks and Recreation Matching Incentive Grants from the "Purchases Using <br />Fund Balance" into the operating budget. Commissioners Fennel, Olio-Mills and <br />Niblock supported the $100,000.00 appropriation. Chairman Barnhart recommended <br />an appropriation of $50,000.00. <br /> <br /> At the recommendation of Commissioner Fennel, there was general consensus <br />to reduce the travel appropriation for Board members to $10,000.00, or $2,000.00 <br />each. A separate travel line item will be established in the budget for each <br />Board member. <br /> <br /> Board members voted to cut the $5,000.00 to the Humane Society and to cut <br />the $2,000.00 contribution to the Cabarrus Arts Council as recommended by <br />Commissioner Fennel. However, Commissioner Fennel's proposal to cut the C.V.A.N. <br />contribution to $10,000.00 failed with Commissioners Fennel and Olio~Mills voting <br />to cut the amount and Chairman Barnhart and Commissioner Niblock voting to retain <br />the $13,000.00 appropriation. After discussion, the Board declined to reduce <br />the Forest Service by $1,400.00 in order to maintain that program at the FY 1994- <br />95 funding level. The appropriation to pay for building permit fees for Habitat <br />for Humanity was reduced from $12,000.00 to $3,000.00. Funds from this account <br />will be credited to the Building Inspection Department at the time the permits <br />are issued. <br /> <br /> The Board briefly discussed Commissioner Fennel's recommendation to cut the <br />manpower costs of $129,000.00 from the Courthouse security request and to <br />implement the other security measures. Sheriff Robert Canaday spoke in support <br />of the security recommendations and the need for the additional employees to <br />implement the security system. Commissioners Olio-Mills and Niblock voted to <br />fund the security system, and Commissioner Fennel voted against funding at this <br />time. Chairman Barnhart stated he was not prepared to make a decision at this <br />time; therefore, the Courthouse security issue was postponed until a later date. <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 6:10 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
