454 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissionersv Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, June 19, 1995, at 6:30 P.M. <br /> <br />Present <br /> <br />Absent <br /> <br />Chairman: Jeffrey L. Barnhart <br />Vice-Chairman: Arne L. Fennel <br />Commissioners: Dr. Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br />Commissioner: Sue B. Casper <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager, and Mrs. Frankie <br />F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Explorer Post 500 of the Concord Police Department conducted the <br />Presentation of Colors ceremony. Officer Michael P. Greene, DARE Officer with <br />the Concord Police Department and Explorer advisor, and Scouts John Watson and <br />Jim Alston participated in the ceremony. <br /> <br />The invocation was given by Commissioner Fennel. <br /> <br /> Chairman Barnhart announced that Commissioner Casper could not be present <br />as she was in court in Portage County, Ohio, to resolve some legal matters <br />related to the death of her son. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills <br />with Commissioners Fennel, Olio-Mills, and Niblock and Chairman Barnhart voting <br />for, the minutes of June 5, 1995 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> Commissioner Olio-Mills asked that a proposed Personnel Ordinance amendment <br />concerning Leaves of Absence be added to the agenda. <br /> <br /> Mr. Witherspoon asked that two additional requests to waive the hiring <br />freeze as well as recognition of the Utilities Department employees be added to <br />the agenda. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel, Niblock and Olio-Mills voting for, <br />the Board approved the agenda with the changes as listed above. <br /> <br />RECOGNITION CEREMONY <br /> <br />Recognition of James F, Cook, Social Services Director, for Being Named Director <br />of the Year by the North Carolina Association of Social Services Directors <br /> <br /> Commissioner Fennel recognized Mr. James F. Cook, Social Services Director, <br />for being named Director of the Year by the North Carolina Association of County <br />Directors of Social Services on May 4. Chairman Barnhart presented a certificate <br />of commendation to Mr. Cook. <br /> <br /> Mr. Cook expressed appreciation to the County Manager for his guidance, to <br />the Board for their support and to the employees of the Department of Social <br />Services for their assistance. <br /> <br />Recognition of Terry Rowland for Attaining Certification as Tax Collector by the <br />North Carolina Association of Tax Collectors <br /> <br /> Commissioner Fennel recognized Mr. Terry Rowland, Tax Administrator, for <br />attaining certification as Tax Collector by the North Carolina Association of Tax <br />Collectors. Chairman Barnhart presented the certificate of recognition to Mr. <br />Rowland and commended him on his work since assuming the dual responsibility as <br />Tax Collector and County Assessor. <br /> <br /> <br />
