455 <br /> <br />Recognition of Utilities Department Employees <br /> <br /> Chairman Barnhart recognized the County's Utilities Department for its <br />achievement in developing within nine years from serving 50 customers in January <br />1986 to over 4,550 customers at this time. The merger of the city and county <br />utility departments will occur on July 1, 1995. Although the County had already <br />honored all department staff with a luncheon, the Board gave special recognition <br />to the following four key staff members: Ms. Spring Harwood, Administrative <br />Assistant, January 1986; Mr. Jeff Slough, Construction Foreman, October 1986; Mr. <br />Phillip Kingsland, Engineering Technician, 1988; and Henry Waldroup, Utilities <br />Director, January 1986. <br /> <br /> Mr. Gerald A. Newton, Planning and Development Area Manager, presented each <br />of the four employees with a plaque in appreciation for their service to Cabarrus <br />County. <br /> <br /> Mr. Waldroup thanked the Board members, the County Manager, Mr. Newton and <br />all the Utilities Department employees for their support. <br /> <br />UNFINISHED BUSINESS <br /> <br />Proposed Amendment to Chapter 50, Parks and Recreation (Frank Liske Park), of the <br />Code of Ordinances Second Reading <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Fennel <br />with Commissioners Olio-Mills, Fennel and Niblock and Chairman Barnhart voting <br />for, the Board adopted on second reading the following amendment to the Chapter <br />50, Parks and Recreation, of the Code of Ordinances. <br /> <br />BE IT ORDAINED by the Cabarrus County Board of Commissioners that <br />Section 50-5(10), Park Preservation, of the Code of Ordinances, <br />Cabarrus County, North Carolina is hereby amended to read as <br />follows: <br /> CABARRUS COUNTY, NORTH CAROLINA <br /> Parks and Recreation <br /> Cabarrus County Code <br /> <br />Section 50-5 (10) Park Preservation. <br />It shall be unlawful for any person to: <br />(10) Bring, use, ride, or drive a horse, pony, mule, cow or any <br /> other animal in any part of the park, except for commercially <br /> licensed horse drawn carriages, which will be treated as <br /> limousines for the purpose of this ordinance, or unless the <br /> animal is part of a park sponsored program as provided for <br /> directly above in subsection (9) of this section. <br /> <br />Proposed Amendment to the Cabarrus County Personnel Ordinance to Clarify the <br />Longevity Pay Plan Section - Second Reading <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel, Niblock and Olio-Mills voting for, <br />the Board adopted on second reading the following amendment to the Cabarrus <br />County Personnel Ordinance. <br /> <br />Change to Article III, Section 13 of the Cabarrus County Personne] <br />Ordinance <br />Section 13. Longevity Pay Plan <br />The Cabarrus County Longevity Pay Plan was discontinued effective <br />July 1, 1993. Each permanent full-time employee receiving this <br />benefit prior to this date will continue to do so. This <br />"grandfathered" benefit will be paid in the biweekly pay checks, at <br />an amount equal to that which was in effect on June 30, 1993. <br />Recipients will lose this benefit: <br /> (a) when making a change from permanent full-time to <br /> permanent part-time employment status. <br /> (b) upon separation from employment with Cabarrus <br /> County. <br />Once longevity pay is terminated it will not be reinstated upon <br />change of employment status or re-employment. <br /> <br /> <br />
