479 <br /> <br /> Chairman Barnhart commented on State and Federal mandates and stated he <br />also supported additional funding for the schools. However, he stated he was not <br />going to cast a symbolic "no" vote against the budget. <br /> <br /> Commissioner Fennel stated that 4.5 cents was included in the budget for <br />school construction. He indicated that the school system should make changes in <br />its budget to provide more funds for school construction. <br /> <br /> Commissioner Casper commented on the importance of the adoption of the <br />proposed one cent sales tax legislation to provide funding for school <br />construction needs. <br /> <br /> Commissioner Olio-Mills stated the importance of adopting the budget with <br />no tax increase and suggested that other budget cuts could be recommended to <br />provide additional school funding. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills <br />with Commissioners Fennel, Olio-Mills, and Gasper and Chairman Barnhart voting <br />for and Commissioner Niblock voting against, the Board adopted the following FY <br />1995-96 Budget Ordinance. <br /> <br /> CABARRUS COUNTY <br />BUDGET ORDINANCE <br />FISCAL YEAR 1995-1996 <br /> <br /> BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North <br />Carolina: <br /> <br />Section I. General Fund <br /> <br /> A.
