She stated that she had viewed security measures <br />during the past week at the Courthouse in Portage County, Ohio that would be less <br />expensive than those currently proposed for the local Courthouse. Chairman <br />Barnhart explained that the purpose in freezing the spending for the courthouse <br />security for 30 days was to allow time for the Board to look at alternative <br />measures. Any suggestions or recommendations regarding the courthouse security <br />measures should be presented to the Board during that time for consideration. <br /> <br /> Chairman Barnhart recommended that funding for those items listed as <br />"Purchases Using Fund Balance" in the Preliminary Budget be included in the <br />adoption of the budget and that the Board freeze spending for those items, with <br />the exception of the schools capital outlay, for 30 days. This provision has been <br />included in the proposed Budget Ordinance. <br /> <br /> Commissioner Fennel reviewed the proposed FY 1995-96 Budget Ordinance <br />setting the tax rate at 56.5 cents. <br /> <br /> Commissioner Fennel made motion, seconded by commissioner Olio-Mills to <br />adopt the proposed FY 1995-96 Budget Ordinance as presented. <br /> <br /> Commissioner Niblock spoke in support of the County Manager's recommended <br />tax rate of 60.5 cents, stating that the additional funding is needed for school <br />construction. <br /> <br /> <br />
