492 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, July 17, 1995, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Dr. Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br />Also present was Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:35 P.M. <br /> <br /> Miss Hillary Bost and Miss Danielle Russell, members of Cadette Troop 001 <br />of Bethel United Methodist Church, conducted the Presentation of Colors ceremony. <br />Miss Halley Bost of Brownie Troop 482 assisted with the ceremony. <br /> <br /> The invocation was given by Reverend Todd Marlow of the Odell Baptist <br />Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the minutes of June 12, June 16, June 19 (recessed), June <br />19 (regular), and June 22, 1995, were approved as written. <br /> <br />Approval of the Agenda <br /> <br /> Chairman Barnhart requested the addition of the following items to the <br />agenda: Follow-up to the Board's February retreat; Capital Equipment list; Fund <br />Balance growth for the last year; Courthouse security; and a request by the City <br />of Concord to dispose of park construction debris at the County Landfill. <br /> <br /> Commissioner Olio-Mills requested the addition of discussion of the <br />building problem brought to the Board's attention by Mr. Chris Palladino at the <br />June 19th meeting. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the agenda with the changes as listed <br />above. <br /> <br />Presentation of Letter from Judy, Brad and Scotty Cox <br /> <br /> Commissioner Casper read a letter from Judy, Brad and Scotty Cox commending <br />the employees of the Cabarrus County Utilities Department. The Cox family <br />members expressed their appreciation for the support and friendship of those <br />employees since the death of Mr. Barry Cox, a Utilities Department employee who <br />was killed in an accident in 1993. According to the letter, "Cabarrus County <br />will surely be losing a great group of employees, but Concord City will be <br />gaining a great group of employees that always strive to do their best." <br /> <br />Acknowledgement of Gift from Dai Nippon <br /> <br /> Chairman Barnhart acknowledged the gift by Dai Nippon Printing Company Ltd. <br />and Dai Nippon IMS (America) Corporation of 22 copies of a two-volume set of <br />encyclopedias on Japan. The encyclopedias will be placed in each of the school <br />libraries as well as the Cannon Memorial Library. This gift was presented to the <br />County at the ribbon cutting of Dai Nippon on July 12. <br /> <br />NEW BUSINESS <br /> <br />Presentation Relative to the Proposed Construction of a Living Center for Seniors <br /> <br /> Mr. Dean Stein requested permission for the David Drye Company to do a <br />feasibility study of County property behind the Cabarrus County Senior Center for <br />the possible construction of an independent living center for senior citizens. <br /> <br /> <br />
