493 <br /> <br />He cited a shortage of senior housing in the county, stating there is a waiting <br />list of two to nine years for housing for the elderly whose income is below the <br />poverty level. <br /> <br /> Commissioners Fennel and Olio-Mills requested to abstain from voting in the <br />matter as it involved their employer. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board voted to excuse Commissioners Fennel and Olio- <br />Mills from voting in the issue regarding the feasibility study of County property <br />by the David Drye Company. <br /> <br /> Commissioner Casper advised that the property behind the Senior Center is <br />not for sale, stating that such a sale would be in violation of a verbal covenant <br />at the time the property was purchased by the County. However, she supported the <br />construction of housing for the elderly in Cabarrus County on property other than <br />the site behind the Senior Center. <br /> <br /> Commissioner Niblock reported that he had received a number of telephone <br />calls in opposition to the use of public property by a private individual. He <br />opposed the County's selling the property behind the Senior Center to any <br />individual for private development and stated he could not support a feasibility <br />study of the Senior Center property at this time. <br /> <br />No formal action was taken by the Board relative to this matter. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointments Centralina Council of Governments Advisory Committees <br /> <br />A. Region F Aging Advisory Committee <br />B. Region F Emergency Medical Services Advisory Committee <br /> <br /> The Board received the written request from Mayor Carl Parmer of the Town <br />of Harrisburg for the Board to consider the appointment of Ms. Estelle Ferraro <br />to the Region F Aging Advisory Committee. <br /> <br /> Commissioner Fennel made the following nominations to the Region F Aging <br />Advisory Committee: Dr. Wallace Early for reappointment for two years; Ms. Jean <br />Brownlow for reappointment as an alternate member; and Ms. Estelle Ferraro for <br />appointment for two years to fill the position previously held by Ms. Marguerite <br />Merz. Ms. Merz was ineligible for reappointment. <br /> <br /> Commissioner Casper asked that Ms. Brownlow be named as a regular member <br />and that Ms. Ferraro be appointed as the alternate member. Commissioner Fennel <br />concurred with this request. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board moved that nominations be closed and the following <br />appointments made to the Region F Aging Advisory Committee: Reappointed Dr. <br />Wallace Early for a term of two years ending June 30, 1997; appointed Ms. Jean <br />Brownlow as a regular member for a term of two years ending June 30, 1997; and <br />appointed Ms. Estelle Ferraro as alternate member for a term of one year ending <br />June 30, 1996. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board reappointed Ms. Mae Block and Mr. Ben Mabrey to <br />the Region F Emergency Medical Services Advisory Council for a term of two years <br />ending June 30, 1997. <br /> <br />Proposed Amendment to Article IV, Leaves of Absence, of the Cabarrus County <br />Personnel Ordinance <br /> <br /> Commissioner Olio-Mills reviewed the proposed Personnel Ordinance amendment <br />outlining revised provisions for educational leave and reimbursement for tuition, <br />fees and books. He stated the need to provide educational opportunities for <br />County employees in order to prepare employees for promotion within County <br />government. Further, he suggested an appropriation of $25,000.00 from lapsed <br />salary to fund the educational program during this fiscal year. <br /> <br /> <br />
