506 <br /> <br />Budget Amendment - Sheriff's Department (Federal Forfeiture Sharing & NC Control <br />Substance Tax Funds) <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Olio-Mills with <br />Chairman Barnhart and Commissioners Olio-Mills, Fennel and Niblock voting for, <br />the Board adopted the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF SHERIFF <br />AMOUNT: $222,603.54 <br />TYPE OF ADJUSTMENT: Supplemental <br />PURPOSE OF REQUEST: To appropriate federal forfeiture sharing and NC Control <br /> Substance Tax funds for Sheriff Department expenditures. (Carry forward <br /> from FY 94/95). These are funds dedicated for Sheriff Department purposes <br /> only. <br /> <br />Line Item Present Approved Revised <br />Account Number . Commissioner Casper's proposal <br />called for the following: (1) Place a digital lock on all the exterior entrances <br />with the exception of the front entrance; (2) Install walk-thru scanner augmented <br />by a hand held detector at the main entrance; (3) Hire retired officers to <br />monitor the entrance station, with one officer per shift; and (4) Install panic <br />button at main entrance. During discussion, Commissioner Fennel objected to the <br />recommended courthouse security measures. However, he did recommend the securing <br />of the back corridors as a safety measure. <br /> <br /> Sheriff Robert Canaday responded to Commissioner Casper's proposal, stating <br />that the recommendation was not functional and would not offer security for the <br />Courthouse. He indicated that it would be impossible for one officer to process <br />the estimated 500 persons who enter the Courthouse on a daily basis. Further, <br />he discussed the need to secure the side and back doors for egress only and to <br />install alarms and cameras to monitor these outside doors. <br /> <br /> The Honorable Adam C. Grant, Chief District Court Judge, concurred with <br />Sheriff Canaday regarding security needs at the Courthouse. <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Niblock <br />with Commissioners Olio-Mills and Niblock and Chairman Barnhart voting for and <br />Commissioner Fennel voting against, the Board voted to approve the following <br />expenditures for Courthouse security: $100,000.00 for Courthouse renovations for <br />Courthouse security; $50,000.00 for equipment for Courthouse security; and <br />funding'for four deputies for Courthouse security. <br /> <br />Proposed Amendments to Chapter 58, Solid Waste Management, of the Cabarrus County <br />Code of Ordinances <br /> <br /> Mr. Hartsell reported that Senate Bill 927 had been ratified on Friday to <br />allow a county, upon approval of the Department of Health, Environment and <br />Natural Resources, to accept municipal solid waste generated in adjacent counties <br />for disposal in its landfill. This law will sunset December 31, 1996 and will <br />allow no further waste at the site after that time. During review of the <br />proposed modifications to the Solid Waste Ordinance, he recommended that Section <br />58-39 be amended to read as follows: Where authorized by the Division of Solid <br /> <br /> <br />
