513 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners~ Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 21, 1995, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney, and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:30 P.M. Commissioner <br />Olio-Mills was absent for the beginning of the meeting. <br /> <br /> The Presentation of Colors ceremony was conducted by Cub Scout Pack #48 of <br />the Mt. Hermon Lutheran Church. Participating in the ceremony were Scouts Jason <br />Jones, Joshua Jones, and Quentin Dulaney. <br /> <br /> The invocation was given by Reverend Darrell Coble of the Parkwood Baptist <br />Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart with <br />Commissioners Fennel, Casper and Niblock and Chairman Barnhart voting for, the <br />minutes of June 26, June 29, July 17, July 31, and August 3, 1995 were approved <br />as written. <br /> <br />Approval of the Agenda <br /> <br /> Chairman Barnhart requested the.addition of the following items to the <br />agenda: (1) Request for letter by Time Warner Cable, Inc.; (2) County Manager <br />selection process; (3) Joint meeting with the Cabarrus County Schools relative <br />to the Ten-Year Facilities Plan; and (4) Operation of the Muddy Creek Wastewater <br />Treatment Plant by the Water and Sewer Authority of Cabarrus County. <br /> <br /> Mr. Hartsell requested the addition of the following items to the agenda: <br />(1) Scheduling of first meeting in September relative to the Plantation Pipe Line <br />relocation bids; (2) Joint Resolution with Mecklenburg County relative to a <br />prospective arrangement between the Charlotte-Mecklenburg Utility Department <br />(CMUD) and the Water and Sewer Authority of Cabarrus County (WSACC) for the <br />provision of water and sewer services; (3) Exchange of property at Coddle Creek <br />with Mr. and Mrs. H. T. Barbee; and (4) Acquisition of additional right-of-way <br />for permanent electrical service to the Muddy Creek Wastewater Treatment Plant. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel, Casper and Niblock voting for, the <br />Board approved the agenda with the changes as listed above. <br /> <br />NEW BUSINESS <br /> <br />Donation of the Mary Flowe Brown Site - Sam Davis (Resolution Accepting the Land <br />Deed and Naming the Proposed Park in the name of W. W. Flowe) <br /> <br /> Mr. Sam Davis, Attorney representing Mary Lore Flowe Brown and Harry G. <br />Brown, formally presented a Deed of Gift for 65 acres of land from Mr. and Mrs. <br />Brown to Cabarrus County for the development of a park to be known as "W. W. <br />Flowe Park". The land is part of the ll9-acre tract previously owned by Mrs. <br />Brown's father, Mr. W. W. Flowe, and now owned jointly with First Union National <br />Bank as Trustee under the will of Mr. Flowe. Mr. Davis recognized Ms. Jan <br />Beatty, Assistant Vice-President and Trust Officer with First Union National <br />Bank, and Mr. Joe Hunter, Vice-President and Regional Trust Officer with First <br />Union National Bank, for their cooperation and assistance with the project. He <br />credited Mr. Steve Little, Recreation Director, with securing the gift to <br />Cabarrus County and commended him for his efforts. Stating that the property is <br /> <br /> <br />
