A majority of the work will be <br />prepared in-house utilizing the resources/manpower from the departments of <br />Parks/Recreation, Planning/Zoning/Building Inspection, Geographic Information <br />Systems, and Land Records. A professional consultant group will be used to <br />provide two elements of the planning process: (1) graphic drawing of the final <br />rendered master plan; and (2) estimates of probable park costs. A consulting <br />firm, Woolpert, has estimated this cost at $7,500.00. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock and <br />unanimously carried, the Board approved the revised proposal for the Lake Concord <br />Park Master Plan with a majority of the work to be prepared in-house and a <br />consultant to provide a graphic drawing of the final rendered master plan as well <br />as probable cost estimates at an estimated cost of $7,500.00. <br /> <br /> Chairman Barnhart asked that other engineering firms be allowed to bid on <br />the work for the Lake Concord Park Master Plan. <br /> <br />Proposal and Budget Amendment for Limited Fishing at Lake Concord <br /> <br /> Mr. Little reviewed the proposal for limited boat fishing at the Lake <br />Concord facilities. Cabarrus County will provide three general rental fishing <br />boats and necessary equipment at a projected cost of $3,800.00. These boats will <br />be rented for $50.00 per boat for a full day and $25.00 per boat for one-half <br />day. Proposed annual dates are from April 1 through October 31 with the following <br />hours: Full Day - 7:00 A.M. until sunset for the full day (Sunday hours are 1:00 <br />P.M. until sunset); Half Day - 7:00 A,M. until 12:00 Noon and 12:00 noon to <br />sunset. The Bakers Creek Park staff will coordinate the permitting and <br />collection of fees for boat rentals. The Sheriff's Department will coordinate <br />the monitoring and supervision of the actual fishing boats at Lake Concord and <br />enforce the current State limits for Fishing Creel limits. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board adopted the proposal as presented by Mr. Little <br />for limited boat fishing at the Lake Concord facilities with the half day hours <br />changed to 7:00 A.M. to 1:00 P.M. and 1:00 P.M. to sunset. The full day hours <br />will be 7:00 A.M. until sunset (Sunday hours are 1:00 P.M. until sunset). <br /> <br /> <br />
