543 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, September 19, 1995, at 6:30 P.M. <br />The meeting had been rescheduled from Monday, September 18, due to the Education <br />Summit at A. L. Brown High School. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney, and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:55 P.M. <br /> <br /> The invocation was given by Dr. Forbis Kivett of the First Wesleyan Church <br />in Kannapolis. <br /> <br />The Pledge of Allegiance was led by Chairman Barnhart. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the minutes of September 5, 1995 were approved as written. <br /> <br />Approval of Agenda <br /> <br />The following items were added to the agenda. <br /> <br />(1) <br />(2) <br /> <br />(3) <br /> <br />Commissioner Olio-Mills - District representation discussion; <br />Mr. Hartsell Closed session pursuant to North Carolina <br />General Statutes 143-318.11(a)(4) to discuss the location of <br />a new business in Cabarrus County; and <br />Chairman Barnhart - Two budget amendments for the County <br />Schools. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel and <br />unanimously carried, the agenda was approved with the additions listed above. <br /> <br />NEW BUSINESS <br /> <br />Accreditation with Commendation of Cabarrus County Home Health by the Joint <br />Commission on Accreditation of Health Care Organizations Presentation of <br />Certificate of Accreditation to Home Health Director and Staff <br /> <br /> Chairman Barnhart read the news release announcing that the Cabarrus County <br />Home Health has been Accredited with Commendation by the Joint Commission on <br />Accreditation of Healthcare Organizations. This is the highest level of <br />accreditation awarded by the Joint Commission, which is the nation's oldest and <br />largest accrediting body. <br /> <br /> Commissioner Fennel presented the Certificate of Accreditation to Ms. JoAnn <br />Reed, Home Health Director, and Mr. John Day, Budget Officer/Area Manager. The <br />Board also recognized other Home Health staff members who were present for the <br />meeting. <br /> <br />New Business Announcement <br /> <br /> Mr. Maurice Ewing, Executive Vice President of the Greater Cabarrus County <br />Economic Development Corporation, announced that Stanley Works of New Britain, <br />Connecticut plans to build a $35 million 625,000 square foot distribution center <br />on approximately 150 acres in the Dogwood Industrial Park on Highway 73. <br />Initially, the company will transfer 350 jobs to the new facility with an <br />additional 150 jobs and a facility expansion of 300,000 square feet planned <br />during the next five years. Mr. Ewing expressed appreciation to a number of <br />State and local officials for their assistance with the project. <br /> <br /> <br />
