He stated that Tekton, the low bidder,
did not meet the bid specifications as it did not submit in its bid package the
names of companies currently using the same system that was bid. Sheriff Canaday
commented that he could not recommend the purchase of a system of this magnitude
without first seeing the same system in operation.

Ms. Sherri Barnhardt, Purchasing Agent, reviewed the bid process for the
equipment. She concurred with Sheriff Canadayfs recommendation for the award of
the bid to Communications Systems.

Mr. James D. Garlock, Sales Representative for Tekton, disagreed with
Sheriff Canaday's comments that Tekton did not meet the bid specifications. He
stated he had faxed to the County on this date a list of three companies which
are using the same equipment. However, upon questioning by Chairman Barnhart,
Mr. Garlock confirmed that the information was not included in Tekton's bid
package as his company considered it to be proprietary information.

UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Fennel and
unanimously carried, the Board awarded the bid for the Sheriff's Department
digital recorder to Communications Systems in the amount of $37,335.00, the
lowest responsible bid, in that the lowest absolute bid by Tekton did not meet
the bid specifications for existing operations.

Bid Award - Weatherization Vehicle for the Department of Aging

The following bids were received on September 6, 1995 for a weatherization
service vehicle for the Department of Aging.

LEGAL ADVERTISEMENT DATE:
August 25, 1995

COMPANY
Hilbish Motor Company

TOTAL
Ben Mynatt Chevrolet

TOTAL

BID
$16,405.00 (Truck)
4,192.00 (Aerocab)
$20,597.00*
$16,750.00 (Truck)
4,250.00 (Body)
$21,000.00

ALTERNATE BID
110.00 (Sliding Door)

500.00 (Aerocap Door)
150.00 (Sliding Door)

*Includes Aerocap Door

UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and
unanimously carried, the Board awarded the bid for the weatherization service
vehicle for the Department of Aging to the lowest bidder, Hilbish Motor Company,
in the total amount of $20,597.00.

Zoning Atlas Amendment Petition 95-06 (Melvin and Helen Greene Property Located
on the Southside of NC 49 at Irish Buffalo Creek) Public Hearing o 7:00 P.M.

Mr. Jonathan Marshall, Senior Planner, presented Petition 95-06 by Melvin
and Helen Greene to rezone approximately 23.63 acres on the southside of N.C. 49
at Irish Buffalo Creek from High Density Residential (HDR) to General Industrial
