554 <br /> <br /> The Board of Commissioners for the County of Gabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, October 2, 1995, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. Fletcher L. Hartsell, Jr., County Attorney, and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors was conducted by Cadet Troop 907 of the Epworth <br />United Methodist Church. Scouts participating in the ceremony included Jessica <br />Nix, Julia Ward, and Mary Guy. <br /> <br /> The invocation was given by Reverend David Woodard of the Wilmar Park <br />Baptist Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the minutes of September 14, 1995 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board approved the agenda, including the addendum, with <br />the following changes: (1) Addition of the Kannapolis Middle School project <br />architectural design fees; (2) Deletion of the discussion of district <br />representation; and (3) Tabling of the item regarding the building modification <br />for the Rocky River Elementary School until the next meeting. <br /> <br />Kannapolis Middle School Project <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel and <br />unanimously carried, the Board agreed to fund the $60,000.000 as requested by the <br />Kannapolis City Board of Education for the architectural design for the <br />Kannapolis Middle School project. <br /> <br />UNFINISHED BUSINESS <br /> <br />Rezoning Petition 95-02 (B. J. Barbee Property Located on Macedonia Church Road <br />at NC 73) <br /> <br /> Chairman Barnhart moved to deny Petition 95-02 and listed the following <br />justification to retain the Limited Industrial zoning on the Barbee property. <br />The motion was seconded by Commissioner Niblock. <br /> <br />o <br /> <br />Property is identified in the long range plan for the area as <br />non-residential property. <br />There is an identified community need for non-residential, <br />particularly industrial land. City of Kannapolis is <br />constrained by watershed protection needs and this part of the <br />county represents the most appropriate area for economic <br />development. <br />This parcel has frontage on N.C. 73, a major transportation <br />corridor between 1-85 and 1-77, and will have extensive <br />frontage on the Westside By-Pass. Construction of the <br />Westside By-pass will place this property at the intersection <br />of two major thoroughfares. <br />Water and sewer services are available to the property, making <br />non-residential development possible without any major <br />extensions of utilities. <br /> <br /> <br />
