555 <br /> <br />o <br /> <br />o <br /> <br />The property is adjacent to the Dogwood Industrial Park in <br />which the Shoe Show and Stanley Works distribution centers <br />will be developed. <br />This property is in close proximity to the Cabarrus campus of <br />Rowan Cabarrus Community College, a major asset for industrial <br />training. <br />Rezoning to residential would permit the development of a <br />residential use which will be in direct conflict with <br />adjoining and nearby non-residential uses. Residential use <br />will also be counter to the development of the Westside By- <br />pass and eventual improvement of N.C. 73. The approval of <br />medium density residential zoning to recognize Mr. Barbee's <br />right to develop his property as he wishes will ultimately <br />limit the property rights of residents who purchase homes in <br />the subdivision that would be developed. The general area is <br />developing non-residentially, traffic will continue to <br />increase on N.C. 73 and the construction of the Westside By- <br />pass will bring more traffic on the west side of this <br />property. Ail these things will negatively affect residents' <br />ability to use and enjoy their property and also to resell in <br />the future. <br /> <br /> Commissioner Fennel asked that the motion be amended to include that the <br />Board requests Attorney Richard Koch to continue discussions with Mr. B. J. <br />Barbee and his attorney concerning any County assistance that can be offered. <br />Chairman Barnhart declined to accept this amendment to the motion. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock with <br />Chairman Barnhart and Commissioners Niblock, Fennel and Casper voting for and <br />Commissioner Olio-Mills voting against, the Board denied Petition 95-02 to rezone <br />the B. J.
