555

o

o

The property is adjacent to the Dogwood Industrial Park in
which the Shoe Show and Stanley Works distribution centers
will be developed.
This property is in close proximity to the Cabarrus campus of
Rowan Cabarrus Community College, a major asset for industrial
training.
Rezoning to residential would permit the development of a
residential use which will be in direct conflict with
adjoining and nearby non-residential uses. Residential use
will also be counter to the development of the Westside By-
pass and eventual improvement of N.C. 73. The approval of
medium density residential zoning to recognize Mr. Barbee's
right to develop his property as he wishes will ultimately
limit the property rights of residents who purchase homes in
the subdivision that would be developed. The general area is
developing non-residentially, traffic will continue to
increase on N.C. 73 and the construction of the Westside By-
pass will bring more traffic on the west side of this
property. Ail these things will negatively affect residents'
ability to use and enjoy their property and also to resell in
the future.

Commissioner Fennel asked that the motion be amended to include that the
Board requests Attorney Richard Koch to continue discussions with Mr. B. J.
Barbee and his attorney concerning any County assistance that can be offered.
Chairman Barnhart declined to accept this amendment to the motion.

UPON MOTION of Chairman Barnhart, seconded by Commissioner Niblock with
Chairman Barnhart and Commissioners Niblock, Fennel and Casper voting for and
Commissioner Olio-Mills voting against, the Board denied Petition 95-02 to rezone
the B. J. Barbee property from Limited Industrial to MediumDensity Residential.

NEW BUSINESS CONSENT

Budget Amendment - Emergency Management

UPON MOTION of Chairman Barnhart, seconded by Commissioner Olio-Mills and
unanimously carried, the Board adopted the following budget amendment.

BUDGET REVISION/AMENDMENT REQUEST

DEPARTMENT OF EMERGENCY MANAGEMENT
AMOUNT: $3,720.00
TYPE OF ADJUSTMENT: Supplemental Request
PURPOSE OF REQUEST: Additional revenue from Duke Power Company

Line Item Present Approved
Account Number Budget
01-6-27-10-807 6,000.00
Operations Grant - Duke Power
01-9-27-10-355 7,000.00
Other Operating Cost

Increase Decrease

3,720.00
3,720.00

Revised
Budget
9,720.00

10,720.00

NEW BUSINESS

Budget Amendment for Rowan Cabarrus Community College Training Center

Dr. Richard Brownell, President of Rowan Cabarrus Community College,
presented plans to build an Advanced Technology Center at the Cabarrus Campus of
Rowan Cabarrus Community College. The estimated cost of the facility is
$3,944,928.00 to be funded by State bond money and $2.2 million in local funds.

UPON MOTION of Chairman Barnhart, seconded by Commissioner Olio-Mills and
unanimously carried, the Board adopted the following budget amendment.

BUDGET REVISION/AMENDMENT REQUEST

DEPARTMENT OF COUNTY MANAGER'S OFFICE
AMOUNT: $2,166,308
