559 <br /> <br />Closed Session <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board moved to go into closed session pursuant to North <br />Carolina General Statutes 143-318.11(a)(4) to discuss matters relating to the <br />location or expansion of industries in Cabarrus County. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board moved to come out of closed session. <br /> <br />Stanley Tools <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board authorized the County Attorney to enter into <br />negotiations with Stanley Tools for a definitive agreement between Cabarrus <br />County and Stanley Tools pursuant to the Cabarrus County Economic Development <br />Assistance Plan Guidelines adopted March 20, 1995. <br /> <br />Scheduling of Community Development Public Hearings <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board gave notice that Cabarrus County will conduct <br />three public hearings beginning at 7:00 P.M. on Monday, October 16, 1995, for the <br />following purposes: (1) First public hearing to explain to the public the <br />Community Development Block Grant - Economic Development Application process, <br />eligible activities and ask for public comment; (2) Close-out hearing on the <br />Whitley Manufacturing CDBG-ED water Project (92-E-0006); and (3) Close-out <br />hearing on the Howell Child Care Center CDBG-ED Sewer Project (92-E-OO12A). <br /> <br />Stanley Tools Economic Development - Community Development Block Grant <br />Application and Project Administration <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the contract between Cabarrus County and <br />Robert Stark, Stark Associates, for the application preparation and <br />administration of the Stanley Tools Economic Development project, with a ceiling <br />of $40,000.00. <br /> <br />Report- Community Development Meeting <br /> <br /> Commissioner Casper reported that she represented the district and <br />presented area needs at a community development meeting in Hickory during the <br />past week. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 7:55 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
