563 <br /> <br />o <br /> <br />The County of Cabarrus is not in default in any of its <br />debt service obligations. <br />The attorney for the County of Cabarrus has rendered an <br />opinion that the proposed Project is authorized by law <br />and is a purpose for which public funds may be expended <br />pursuant to the Constitution and laws of North Carolina. <br /> <br /> NOW, THEREFORE, BE IT FURTHER RESOLVED that the Finance <br />Director is hereby authorized to act on behalf of the County of <br />Cabarrus in filing an application with the North Carolina Local <br />Government Commission for approval of the Project and the proposed <br />financing contract and other actions not inconsistent with this <br />resolution. <br /> This resolution is effective upon its adoption this 16th day <br />of October, 1995. <br /> <br />Building Specifications for the Rocky River Elementary School Project - Mr Steve <br />Little, Parks and Recreation Director <br />A, Request to Enlarge Gymnasium <br />B, Request to Modify Outdoor Athletic Fields <br /> <br /> Mr. Steve Little, Parks and Recreation Director, presented the following <br />recommendations for the implementation of the school/park concept in the design <br />of the Rocky River Elementary School. <br /> <br />(1) <br /> <br />(2) <br /> <br />Enlarge the gymnasium and add restrooms to accommodate the <br />outdoor as well as the indoor facilities. The additional <br />construction cost was estimated at $100,000.00 to $150,000.00 <br />with specification revisions estimated at $10,000.00 to <br />$15,000.O0. <br />Add three athletic fields to the two fields planned at the <br />facility. The cost for the civil site plans and rough grading <br />of the additional fields was estimated at $9,000.00 to <br />$10,000.00. <br /> <br /> Mr. Gary Hahn, Chairman of the Cabarrus County Board of Education, <br />expressed support of the proposed changes provided that the County funds the <br />additional construction and design cost and the Schools can maintain the same <br />time line for construction of the new school. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the addition of a full size gymnasium as <br />designed for Rocky River Elementary School at an estimated cost of $100,000.00 <br />to $150,000.00 and agreed that the architect's fees would be their hourly <br />contractual rate up to $10,000.00. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the addition of three athletic fields at <br />the Rocky River Elementary School for a total of five fields, including two <br />soccer fields and three baseball/softball fields. Grading costs were estimated <br />at $9,000.00 to $10,000.00 to put the additional fields in place. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting at 6:58 P.M. until the conclusion <br />of the Water and Sewer District meeting. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />Reorganization of Emergency Medical Services and Emergency Management <br /> <br /> Mr. John Day, Budget Officer/Area Manager, presented the proposal to <br />combine Emergency Medical Services (EMS) and Emergency Management into the <br />Emergency Services Department. The reorganization would include the following: <br />(1) Replace the vacant position of-EMS Director with Emergency Services Director; <br />(2) Create three new'EMS Shift Supervisor positions; and (3) Hire three new full- <br />time paramedics. The annual cost for the additional positions was estimated at <br />$90,000.00. In conclusion, Mr. Day stated the proposed changes were consistent <br />with the recent MGT performance audit recommendation. <br /> <br /> <br />
