At said hearing, the Board shall hear all interested <br />persons who appear with respect to whether the closing will be <br />detrimental to the public interest or to any individual <br />property rights. <br /> This the 6th day of November, 1995. <br /> BOARD OF COMMISSIONERS OF <br />(SEAL) CABARRUS COUNTY <br />ATTEST: BY <br /> Chairman <br />Clerk <br /> <br />WATER & SEWER DISTRICT MEETING <br /> <br /> Chairman Barnhart recessed the meeting of the Board of Commissioners <br />until the conclusion of the meeting of the Water and Sewer District of Cabarrus <br />County. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />Resolution Requesting the Release of Cabarrus CountyWs Share of State Funds to <br />the Centralina Council of Governments <br /> <br /> Mr. Hartsell reported that the State allocation is to go to the council <br />of governments for specific purposes. Cabarrus CountyWs share can be released <br />to Centralina if the Board passes a resolution by June 30, 1996 authorizing the <br />release of these funds. Without such a resolution, the funds will revert to the <br />State at the end of the fiscal year next June. Mr. Hartsell suggested the <br />possibility that the County may be able to negotiate with Centralina for some <br />direct use of the funds for economic development in Cabarrus County. <br /> <br /> The Board took no action on the requested resolution. Commissioner <br />Fennel stated the Economic Development Corporation would investigate this matter. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Barnhart opened the meeting for Informal Public Comments. <br />There was no one present to address the Board, and Chairman Barnhart closed this <br />portion of the meeting. <br /> <br />Joint Meeting with the Board of Health <br /> <br /> Chairman Barnhart announced that the Board of Commissioners and the <br />Board of Health will hold a joint meeting at 6:30 P.M. on Thursday, November 16, <br />1995, in the Multi-Purpose Room at the Governmental Center. <br /> <br />Closed Session to Discuss a Personnel Matter as Authorized by N. C. General <br /> <br />Statutes 143-318.11(a)(6) <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel with <br />Chairman Barnhart and Commissioners Fennel, Mills and Niblock voting for, the <br />Board moved to go into closed session to discuss a personnel matter as authorized <br />by North Carolina General Statutes 143-318.11(a)(6). <br /> <br /> Commissioner Mills left the meeting during the closed session. <br />Commissioner Casper arrived during the closed session. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart with <br />Commissioners Fennel, Casper and Niblock and Chairman Barnhart voting for, the <br />Board moved to end the closed session. <br /> <br /> No action was reported from the closed session. <br />Recess of Meeting <br /> <br /> There being no further business to come before the Board, Chairman <br />Barnhart recessed the meeting at 8:20 P.M. until 6:30 P.M. on Thursday, November <br />16, 1995, in the Multi-Purpose Room at the Governmental Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
