576 <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Mills with <br />Commissioners Fennel, Mills, and Niblock and Chairman Barnhart voting for, the <br />Board authorized the Chairman to sign any necessary documents to submit~ the <br />Stanley Works Community Development Block Grant Economic Development <br />application. <br /> <br />Discussion of the School Capital Construction Study Commission Meeting and Public <br />Hearing <br /> <br /> Chairman Barnhart reported that the School Capital Construction Study <br />Commission public hearing will be held in Charlotte on November 14. He expressed <br />the following opposition to a statewide school bond referendum: (1) More money <br />will be collected locally than will be returned to the County for the local <br />schools; and (2) Passage of a statewide bond referendum will send a false message <br />that it will take care of the school problems in Cabarrus County. Board members <br />concurred with Chairman Barnhart's opposition to a statewide school bond package. <br /> <br /> Commissioner Mills made a motion to ask Mr. Blair Bennett, Finance <br />Director/Area Manager, to appear on the Board's behalf at the School Capital <br />Construction Study Commission public hearing on November 14 and to speak in <br />opposition to a statewide school bond referendum. <br /> <br /> Commissioners Fennel and Niblock stated they planned to attend the meeting <br />in Charlotte on the 14th. <br /> <br /> UPON AMENDED MOTION of Commissioner Mills, seconded by Chairman Barnhart <br />with Commissioners Mills, Fennel and Niblock and Chairman Barnhart voting for, <br />the Board agreed for Commissioners Fennel and Niblock to represent the Board at <br />the School Capital Construction Study Commission public hearing in Charlotte on <br />November 14, 1995. The Board further agreed to go on record as officially <br />opposing a statewide school bond referendum~ <br /> <br />Road Closing - Northside Avenue <br /> <br /> Mr. Hartsell reported that the County had received a request to close 243 <br />feet of Northside Avenue in Midland. He explained that the street has never been <br />opened since it was originally platted in 1942. Advertising expenses will be <br />reimbursed to the County. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Mills with <br />Chairman Barnhart and Commissioners Mills, Fennel and Niblock voting for the <br />Board adopted the following Resolution. <br /> <br />NORTH CAROLINA <br />CABARRUS COUNTY <br /> <br />RESOLUTION DECLARING INTENT TO CLOSE <br />EASEMENTS DEDICATED FOR PUBLIC ROADS <br /> <br /> WHEREAS, at the November 6, 1995 meeting of the Board of <br />Commissioners for Cabarrus County ("the Board"), the Board <br />acknowledged receipt of a Petition to adopt a resolution and <br />order closing a portion of Northside Avenue (SR 1111) in <br />Midland, Township 10, Cabarrus County, North Carolina, as more <br />particularly described in maps on file in the Office of Land <br />Records and/or the Office of the Register of Deeds of Cabarrus <br />County (the "Road"); and <br /> WHEREAS, pursuant to N.C.G.S. 153A-241, it is the intention <br />of the Board to conduct a public hearing to close the Road; and <br /> WHEREAS, the Board desires to notify the public regarding <br />said public hearing on the issue of closing the Road. BE IT, THEREFORE, RESOLVED THAT: <br /> 1. A meeting and public hearing on the closing of a portion <br />of Northside Drive (SR 1111), Midland, North Carolina shall be <br />held before the Board at 7:00 P.M. on the 18th day of December, <br />1995, or as soon thereafter as persons may be heard. <br /> 2. This resolution declaring the Board's intent to close <br />an easement dedicated for a public road be published in The <br />Concord Tribune on Monday, November 20 and 27 and December 4 <br />and 11, 1995, and be prominently posted in at least two (2) <br />places along the Road. <br /> <br /> <br />
