583 <br /> <br />Lease with Fieldcrest Cannon for Use of Loop Road Fire Department to House the <br />New Kannapolis-based Ambulance <br /> <br /> Mr. John Day, Budget Officer/Area Manager, briefly reviewed the proposed <br />lease with Fieldcrest Cannon for use of the Loop Road Fire Department to house <br />the new Kannapolis-basedambulance until such time the City of Kannapolis builds <br />a new fire station. There will be no charge for the use of the facility. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Casper and <br />unanimously carried, the Board moved to approve the lease with Fieldcrest Cannon <br />for the use of their Loop Road Fire Department to house the new Kannapolis-based <br />ambulance and to authorize the County Manager to negotiate (if necessary) and <br />execute the lease with Fieldcrest Cannon. <br /> <br />Resolution to Change the Regular Meeting Scheduled on Monday, December 4, to <br />Tuesday, December 5, Due to the Education Summit to be Held on December 4 <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board by resolution changed the regular Board meeting <br />scheduled on Monday, December 4, to Tuesday, December 5, due to the Education <br />Summit to be held on December 4. <br /> <br />Update on Education Summit <br /> <br /> Mr. Day gave an update on the Education Summits held in September. A <br />number of issues were identified at the summits. However, a major concern was <br />the lack of time for participants to discuss the issues or how they may be <br />addressed by the elected officials. The follow-up Education Summit will be <br />devoted to the discussion of these identified issues. <br /> <br />Application for a Non-EmergencyAmbulance Franchise from Carolina Sports Medic, <br />Gastonia, NC - Setting a Public Hearing <br /> <br /> The Board received the application for a non-emergency ambulance franchise <br />from Carolina Sports Medic of Gastonia. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Casper and <br />unanimously carried, the Board set 7:00 P.M. on Monday, February 5, 1996, for a <br />public hearing on the application for a non-emergency ambulance franchise by <br />Carolina Sports Medic in accordance with Section 82-53 of the Cabarrus County <br />Code of Ordinances. The hearing will be held in the Commissioners' Meeting Room. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District of Cabarrus County. <br /> <br /> Chairman Barnhart reconvened the meeting of the Board of County <br />Commissioners. <br /> <br />Zoning Text Amendment Relative to Abandoned and Junk Vehicles - Public Hearing <br /> <br />7:00 P,M, <br /> <br /> Mr. Jay Lowe, Zoning Technician, presented an overview of Petition 95-05(T) <br />and the problems with abandoned and junk vehicles. There has been an increasing <br />number of complaints regarding salvage cars on private property in recent months. <br />Problems with the code enforcement aspect of handling these complaints included <br />the difficulty in locating the site of the junk cars, the distance from the road, <br />and the situation of explaining the removal requirement to the property owner. <br /> <br /> At 7:08 P.M., Chairman Barnhart opened the public hearing on Petition 95- <br />05(T) and asked if anyone were present who wished to speak either for or against <br />the proposed Zoning Text Amendment. <br /> <br /> Mr. A. L. Nichols questioned specific incidents in a subdivision and the <br />use of a commercial truck as a storage building. <br /> <br /> <br />
