Authorization is revoked if full funding from non-County sources is <br />discontinued. <br /> <br />Public Health Authority - Discussion of the Appointment of a Task Force <br /> <br /> Chairman Barnhart reviewed the following motion which was adopted by the <br />Board on November 16: <br /> <br />To adopt the proposed Public Health Authority in concept and that <br />the Board of Commissioners appoint a Task Force to put together more <br />specifics and a detailed financial analysis as well as bring back <br />some potential candidates for appointment to the Authority. Ail <br />this is to be accomplished by the second meeting of the Board of <br />Commissioners in December with the Task Force recommendation to be <br />brought back by the end of March. <br /> <br />He proposed the following five appointments to the Task Force: Public Health <br />Director; Social Services Director; Piedmont Area Mental Health Director; Mr. Tom <br />Revels of Cabarrus Memorial Hospital (or his designee); and the new County <br />Manager. Chairman Barnhart further suggested that each Board member appoint two <br />persons to the Task Force. <br /> <br /> There was lengthy discussion regarding the appointment process and the <br />issue of the appointment of one or two members by each Board member. Commissioner <br />Niblock suggested that each Board member appoint one person to the Task Force, <br />thus allowing for the appointment of more community members. Commissioner Mills <br />strongly objected, stating that more diverse representation is needed on the Task <br />Force. <br /> <br /> After discussion, there was general agreement to appoint the five key <br />people as listed above by Chairman Barnhart and for each Board member to appoint <br />two members. Also, there was general consensus to name Dr. William F. <br />Pilkington, Health Director, as the leader of the Task Force. The Board will <br />make the Task Force appointments at its next meeting on December 18. <br /> <br /> <br />
